Some aspects relate to apparatuses and methods for implementing mechanisms for performing handover, radio link monitoring (RLM), beam failure detection (BFD), and candidate beam detection (CBD) within the unlicensed spectrum when a listen-before-talk (LBT) failure occurs and/or when a user equipment (UE) performs receiving (RX) beam sweeping. For example, a UE is configured to receive a handover command to connect to a target cell. The UE is further configured to determine a search time and an interruption time uncertainty during a handover procedure initiated by the handover command and in response to a LBT failure or the UE performing a beam sweeping operation. The UE can further determine a handover delay based on the search time and the interruption time uncertainty. In response to a time period for performing the handover procedure exceeding the handover delay, the UE can cease the handover procedure.

Methods, apparatuses, and systems are disclosed for compensating for cell identification delays that are beyond the control of the UE, in connection with standards-specified cell identification timing limits. In frequency bands including both beam sweeping and listen-before-talk (LBT) requirements, a cell identification procedure may be significantly delayed due to LBT failure at the base station and/or beam misalignment between the base station and the UE. Therefore, UE cell identification timing constraints may be dynamically adjusted to compensate for such delays. For example, the time window allowed for cell identification of a neighbor cell may be dynamically increased in response to determining that one or more SSBs were not available at the UE during an SMTC occasion. In some scenarios, if the timing increase exceeds a predetermined threshold, the UE may restart the cell identification procedure, e.g., on the same frequency layer or on a different frequency layer.

Coordinating adjustment of UL duty cycle in this way may allow the UE to meet limits on RFE without requiring the UE to perform maximum transmit power level reductions.

The signaling may indicate to a victim UE resources to measure to determine the level of CLI from aggressor UEs. The resources used for the CLI measurement may be resources not scheduled by the base station for use by the victim UE for downlink reception, but are scheduled for use by the aggressor UEs for transmitting uplink traffic or for transmitting reference signals used to characterize the uplink channel. The victim UE may report the CLI measurements to the base station for the base station to adjust scheduling of downlink resources to the victim UE. In one aspect, the signaling from the base station may indicate to the victim UE the locations of scheduled downlink symbols that may potentially be impacted by CLI.

The UE can communicate with a first primary base station in a first primary cell (PCell) and a second primary base station in a second PCell. The UE has dual connectivity in the second PCell using a first wireless carrier to communicate with the second primary base station and a second wireless carrier to communicate with a secondary base station in a primary secondary cell (PSCell). The UE receives a message from the first primary base station to perform a handover procedure. The UE performs the handover procedure according to the received message, and further perform an addition procedure for the secondary base station in parallel with the handover procedure.
