A base station communicates with a first user equipment (UE) and a second UE. The base station determines a first configuration for the first UE for a channel state information reference signal (CSI-RS) on a symbol, schedules a data transmission for the second UE on the symbol where the CSI-RS is configured so that the CSI-RS and the data transmission collide on the symbol and determines a second configuration for the first UE when the CSI-RS and the data transmission collide on the symbol.

The cell associates a radio network temporary identifier (RNTI) with a group of user equipment (UEs), transmits a signal to the group of UEs, the signal scrambled by the RNTI and including control information and performs an operation indicated in the control information.

Embodiments are presented herein of apparatuses, systems, and methods for a user equipment device (UE) to perform beam failure detection. The UE may establish communication with a base station. The UE may determine one or more beams to perform downlink communication from the base station. The UE may receive, from the base station, an indication of a first type of downlink reference signals to perform beam failure detection. The UE may perform signal quality measurements for the one or more beams using the first type of downlink reference signals. The UE may determine beam failure of at least one beam of the one or more beams based on said performing signal quality measurements.

Techniques discussed herein can facilitate transmission and reference signals (RS) associated with layer-1 (L1) operations outside of a configured carrier bandwidth (CBW) of a user equipment (UE). One example aspect is a UE with one or more processors configured to transmit UE capability information. The UE capability information includes a frequency separation threshold, where the frequency separation threshold represents a frequency separation from a CBW of the UE. The one or more processors are further configured to receive a RS within the frequency separation threshold and outside of the CBW, and subsequently perform a L1 operation based on the RS.

Some aspects relate to apparatuses and methods for implementing mechanisms for performing handover, radio link monitoring (RLM), beam failure detection (BFD), and candidate beam detection (CBD) within the unlicensed spectrum when a listen-before-talk (LBT) failure occurs and/or when a user equipment (UE) performs receiving (RX) beam sweeping. For example, a UE is configured to receive a handover command to connect to a target cell. The UE is further configured to determine a search time and an interruption time uncertainty during a handover procedure initiated by the handover command and in response to a LBT failure or the UE performing a beam sweeping operation. The UE can further determine a handover delay based on the search time and the interruption time uncertainty. In response to a time period for performing the handover procedure exceeding the handover delay, the UE can cease the handover procedure.

Methods, apparatuses, and systems are disclosed for compensating for cell identification delays that are beyond the control of the UE, in connection with standards-specified cell identification timing limits. In frequency bands including both beam sweeping and listen-before-talk (LBT) requirements, a cell identification procedure may be significantly delayed due to LBT failure at the base station and/or beam misalignment between the base station and the UE. Therefore, UE cell identification timing constraints may be dynamically adjusted to compensate for such delays. For example, the time window allowed for cell identification of a neighbor cell may be dynamically increased in response to determining that one or more SSBs were not available at the UE during an SMTC occasion. In some scenarios, if the timing increase exceeds a predetermined threshold, the UE may restart the cell identification procedure, e.g., on the same frequency layer or on a different frequency layer.

The base station may limit a UL grant to the UE so that the UE performs subsequent communications using the suggested maximum UL duty cycle or a different maximum UL duty cycle. Coordinating adjustment of UL duty cycle in this way may allow the UE to meet limits on RFE without requiring the UE to perform maximum transmit power level reductions.
