The first capability information is used to allocate a data scheduling resource for a data transmission of the terminal device, and the data transmission is through a control plane. Then, the base station receives, on the data scheduling resource, a radio resource control connection (RRC) establishment complete signaling, where the RRC connection establishment complete signaling includes a non-access stratum (NAS) message, and the NAS message includes data sent by the terminal device.
