This application discloses a radio resource management measurement method, a terminal device, and a network device. The RRM measurement method includes: obtaining indication information from a network, where the indication information is used to indicate a type of RRM measurement behavior of a terminal device in a high-speed scenario, and the type of RRM measurement behavior includes a first type of RRM measurement behavior or a second type of RRM measurement behavior; and in a case that the indication information indicates the first type of RRM measurement behavior, starting RRM measurement of an intra-frequency cell before an eDRX cycle arrives, and receiving a paging message when the eDRX cycle arrives. Therefore, power consumption of the terminal device can be reduced in embodiments of this application.
