An apparatus, method, and computer program are disclosed for selecting an optimal small cell base station ('small cell') for a UE within wireless communication range of a macro cell base station ('macro cell'). The apparatus includes a processor for the macro cell and a memory storing program code executable to cause the macro cell to receive measurements of co-frequency interference between individual small cells of a group within wireless communication range of the macro cell, receive signal strength measurements for the small cells from a user equipment (&#x201c;UE&#x201d;) within wireless communication range of the macro cell, and select one of the small cells of the group as an optimal base station for the UE, based on the signal strength measurements received from the UE for the individual small cells and on measurements of co-frequency interference between the individual small cells. A method and computer program perform functions of the apparatus.

Apparatus, method, and product for selecting a base station

The disclosure provides an information processing method and an electronic device. The method includes: transmitting a first instruction to M third electronic devices, wherein the M third electronic devices is within a predefined distance to a second electronic device based on a first information of the second electronic device, to cause the M third electronic devices to transmit a first signal with a first parameter; receiving from the second electronic device a first measurement result on the first signal and from one of the M third electronic devices a second measurement result on the first signal; and transmitting a second instruction to N third electronic devices, wherein the N third electronic devices satisfies a first condition based on the first measurement result and the second measurement result, to cause the N third electronic devices to transmit a second signal with the first parameter.

One apparatus includes a radio transceiver that communicates over a mobile telecommunications network and a processor configured to: transmit a physical random access channel (PRACH) preamble on a first time-frequency resource, monitor a second time-frequency resource for a first downlink (DL) grant scheduling a random access response (RAR) corresponding to the transmitted PRACH preamble on a third time-frequency resource, receive the RAR on the third time-frequency resource, transmit a message on a fourth time-frequency resource, wherein the fourth time-frequency resource is determined based on the RAR; determine a fifth time-frequency resource based on a time-frequency resource index, wherein the RAR includes the time-frequency resource index, and monitor the fifth time-frequency resource for a second DL grant scheduling a contention resolution message.

Random access procedure for machine type communication

The present invention is applicable to and relates to the field of communications technologies, and provides a method for delivering a static route and an ultimate provider edge (UPE). The method includes: reading, by a UPE, a packet; and delivering a corresponding static route according to related information carried in the packet. The present invention avoids problems that when a site is deployed on a large-scale radio access network, a base station cannot operate normally and a data communications device repeatedly performs troubleshooting and debugging on site caused by differences between preliminary data planning and actual site deployment data. A static route is automatically delivered by processing a packet, thereby reducing manpower costs and avoiding occurrence of human errors.
