The method includes: a terminal device sends, in a first time period, a first sequence to a network device, where the first sequence is determined based on a first parameter; the terminal device performs scrambling processing on a second sequence based on the first parameter, to generate a scrambled second sequence; the terminal device sends, in a second time period, the scrambled second sequence to the network device; the terminal device performs scrambling processing on an Nsequence based on an (N−1)parameter, to generate a scrambled Nsequence, where an (N−1)sequence is determined based on the (N−1)parameter, and N is an integer greater than 2; and the terminal device sends, in an Ntime period, the scrambled Nsequence to the network device.
