The method includes: A first access network device requests, based on a request from a second access network device, a terminal device to suspend reporting, to the second access network device, measurement results corresponding to all or some of one or more application layer measurement tasks that are configured by the first access network device for the terminal device. According to the method, air interface load balancing of nodes can be supported, to avoid congestion of a network air interface and improve network operation efficiency.
