This disclosure relates to a communication method and apparatus. A first terminal device determines a first resource. The first terminal device sends a first random access message on the first resource. A bandwidth of the first resource is less than or equal to a channel bandwidth of the first terminal device. The channel bandwidth of the first terminal device is less than or equal to a channel bandwidth of a second terminal device. The channel bandwidth of the second terminal device is greater than or equal to a first bandwidth. The first bandwidth is configured by a network device. For example, the first random access message is a Msg3 or a MsgA.

The communication method includes: after determining a first uplink data transmission moment and a first duration, determining, by a terminal device, a first moment based on the first uplink data transmission moment and the first duration, and monitoring a control channel based on the first moment. In this way, the terminal device may send a power headroom report (PHR) to a network device based on the control channel detected through monitoring at the first moment, so that efficiency of feeding back the PHR by the terminal device can be effectively improved.

In the method, the network device first sends first indication information before sending a paging message, where the first indication information is used to indicate whether at least two terminals in an RRC_IDLE state or an RRC_INACTIVE state need to receive the paging message. A communication method and apparatus are provided for transmitting packets of a data stream between user equipment. After receiving a first packet from a first user equipment, a user plane function (UPF) forwards the first packet to a second user equipment at a first moment, so that the first packet that arrives at the UPF before the first moment is not forwarded to the second user equipment until the first moment, to support deterministic sending and ensure that a time sensitive communication (TSC) packet is sent at a determined moment, so as to provide deterministic delay assurance for applications such as industrial control and telemedicine.

The method includes receiving a random access preamble sent by user equipment (UE) and generating first information according to the received random access preamble.
