Some aspects relate to apparatuses and methods for implementing mechanisms for performing handover, radio link monitoring (RLM), beam failure detection (BFD), and candidate beam detection (CBD) within the unlicensed spectrum when a listen-before-talk (LBT) failure occurs and/or when a user equipment (UE) performs receiving (RX) beam sweeping. For example, a UE is configured to receive a handover command to connect to a target cell. The UE is further configured to determine a search time and an interruption time uncertainty during a handover procedure initiated by the handover command and in response to a LBT failure or the UE performing a beam sweeping operation. The UE can further determine a handover delay based on the search time and the interruption time uncertainty. In response to a time period for performing the handover procedure exceeding the handover delay, the UE can cease the handover procedure.

Methods, apparatuses, and systems are disclosed for compensating for cell identification delays that are beyond the control of the UE, in connection with standards-specified cell identification timing limits. In frequency bands including both beam sweeping and listen-before-talk (LBT) requirements, a cell identification procedure may be significantly delayed due to LBT failure at the base station and/or beam misalignment between the base station and the UE. Therefore, UE cell identification timing constraints may be dynamically adjusted to compensate for such delays. For example, the time window allowed for cell identification of a neighbor cell may be dynamically increased in response to determining that one or more SSBs were not available at the UE during an SMTC occasion. In some scenarios, if the timing increase exceeds a predetermined threshold, the UE may restart the cell identification procedure, e.g., on the same frequency layer or on a different frequency layer.

A user equipment (UE) may support concurrent synchronization signal block (SSB) inter-frequency measurement without a measurement gap (MG). The UE may also, or alternatively, support concurrent SSB inter-frequency measurement in intra-band scenarios (e.g., where a target inter-frequency cell and serving cell are on the same band) and/or inter-band scenarios (e.g., where a target inter-frequency cell and serving cell are on the same band). The UE may report concurrent SSB based inter-frequency measurement as a NEEDFORGAP information element (IE), which may include one or more of a variety of parameters regarding UE measurement capabilities. Scheduling restrictions (e.g., restrictions to downlink and uplink communications) are also enabled based on UE measurement capabilities, including scheduling restriction for frequency range 1 (FR1), frequency range 2 (FR2), and cross frequency range scenarios.

The UE can communicate with a first primary base station in a first primary cell (PCell) and a second primary base station in a second PCell. The UE has dual connectivity in the second PCell using a first wireless carrier to communicate with the second primary base station and a second wireless carrier to communicate with a secondary base station in a primary secondary cell (PSCell). The UE receives a message from the first primary base station to perform a handover procedure. The UE performs the handover procedure according to the received message, and further perform an addition procedure for the secondary base station in parallel with the handover procedure. A start time of the addition procedure can be before an end time of the handover procedure.

A user equipment (UE) is configured to perform operations comprising: obtaining a first DRX cycle; determining a second DRX cycle at least based on the first DRX cycle and a DRX cycle threshold, wherein the DRX cycle threshold is a highest value of DRX cycle that can support LEO (Low-Earth Orbit) cell measurement; and applying the second DRX cycle, comprising applying the second DRX cycle to measurement of at least one LEO cell of the serving cell and a neighbor cell, wherein at least one of the serving cell and the neighbor cell is a LEO cell.

A user equipment (UE) is provided to select an uplink transmission beam to communicate with a base station in a secondary cell of a carrier aggregation (CA) scheme. The UE can communicate with a first base station in a primary cell (PCell), and receive a command from the wireless network to activate a physical uplink control channel (PUCCH) transmission to a second base station in a secondary cell (SCell). The second base station can be in a being-activated state.
