Various types of information from a wireless communications network, including E911 location information, Hand Off (HO) information, and Power information, as well as other Measurements and System Parameters, are collected and analyzed by a Data Collection and Filtering system, and the results of this analysis are provided to a Network Control system to dynamically control the operation of the wireless communications network. The various optimizations that can be performed by the Network Control system include: (1) dynamically allocating radio frequency (RF) signal power, (2) setting dynamic dedicated handoff (HO) thresholds for individual mobile transceivers; and (3) intelligently forming or steering radio frequency (RF) signal beams.

Network engineering in a wireless network

This information is analyzed by a Data Collection and Filtering system and the results of this analysis are provided to a Network Control system to dynamically control the operation of the wireless network. Moreover, the collected and analyzed information can be used to identify and resolve problems in the wireless network, especially when the identified problems are correlating with E911 location information.

Vocoding conversions are reduced by dynamically loading a software-defined vocoder into a handset. The software-defined vocoder may be selected based on the calling party's network type, wherein a notification of network type is transmitted to the called party's network during call setup. The software-defined vocoders may be stored in the network and downloaded into the handset; alternatively, the software-defined vocoders may be stored in the handset. Voice data is tunneled from the calling party's handset and the calling party's network, through any number of different networks, to the called party's network and called party's handset, without any vocoding conversions, except at the handsets.

These techniques determine when errors occur in transmitted frames, then apply Bit Error Rate Power Control, Power-Based Re-Transmission, and Sub-Frame Selective Repeat methods to these errors. Consequently, the handling of frame errors consumes fewer resources in the wireless communications systems.

A Mobile Identification Number (MIN) of a non-IP-enabled handset is mapped to the IP address of a component of a cellular network in communication with that handset. A sub-index is assigned to the handset by the component, wherein the sub-index acts as an extension to the IP Address of the component, so that a non-IP-enabled handset can be correctly identified within the cellular network.

A method and apparatus for apparatus for controlling communications between a mobile cellular telephone and a cell of a cellular telephone network. The apparatus comprises a serving transceiver for transmitting and receiving communications between the cell and the mobile cellular telephone, a scanner, coupled to an antenna, for selectably scanning the communication channels to measure a characteristic of the signal transmitted from the mobile telephone, and a controller, coupled to the scanner and the serving transceiver, for commanding the antenna based on the measured signal characteristic.
