The method comprises: adopting the feeder device to divide the flue gas of the electric arc furnace () into two paths, and controlling, by a flue gas adjustment device (), a ratio of a flue gas flow from a flow-splitting dust removal pipe () to that from a dust removal pipe () to obtain a required flue gas mixture temperature.

An included angle between the inclined scrap steel preheating chamber and a horizontal plane is 30&#xb0; to 65&#xb0;. Flue gas enters the inclined scrap steel preheating chamber, penetrates through the material blocking tooth rake and the scrap steel and is sucked out. The preheated scrap steel slides to a center of the electric arc furnace body along a slot bottom of the inclined scrap steel preheating chamber. The present invention overcomes a problem of lateral stacking of the side wall charging electric arc furnace, reducing impact force of the scrap steel to the device and greatly enhancing reliability of the device.

A tipping hopper includes a hopper body, hopper rotating supports and a tipping mechanism. The tipping mechanism comprises a connecting rod and a crank. One end of the connecting rod is hinged on the hopper body, and the other end is hinged with one end of the crank; and the other end of the crank is hinged on a crank rotating support through a crank rotating shaft. By optimizing a crank starting point and a crank end point, ensure hopper's position of receiving and discharging material is arranged at or near a dead point of the tipping mechanism so that the working condition of an impact force borne by a speed reducer device is optimized when the tipping hopper is charged and discharged.
