An electronic apparatus performs a method of decoding video signal, including: receiving, from the video signal, a picture frame that includes a first component, and a second component; selecting an edge direction across a collocated sample of the first component or a current sample of the second component relative to the respective sample of the second component; calculating a first edge strength determining a difference between values of two samples from the group consisting of the collocated or current sample, a first neighbouring sample, and a second neighbouring sample; quantizing the first edge strength into M segments according to M−1 threshold values; determining the classifier for the respective sample of the second component based on the M segments; determining a sample offset for the respective sample of the second component according to the classifier; and modifying the respective sample of the second component based on the determined sample offset.

A decoder may receive, through a bitstream, arranged syntax elements in sequence parameter set (SPS) level. The decoder may receive, through the bitstream and in response to multiple syntax elements satisfy a predefined condition, a second syntax element immediately after the multiple syntax elements. A filter may be applied to a subset of components associated with a sample in a coding block. The output of the filter may be used to modify values for other component(s). The method may include selecting a set of candidate transform coefficients from dequantized transform coefficients. The method may include applying a template-based hypothesis generation scheme to select a hypothesis from a plurality of candidate hypotheses for the set of candidate transform coefficients. The method may include determining a combination of sign candidates associated with the selected hypothesis to be a set of predicted signs for the set of candidate transform coefficients. The method may include estimating original signs for the set of candidate transform coefficients based on the set of predicted signs and a sequence of sign signaling bits received from a video encoder. The method may include updating the dequantized transform coefficients based on the estimated original signs for the set of candidate transform coefficients.

Implementations of the disclosure provide video processing apparatuses and methods for inter-prediction. A video processing method for the inter-prediction performed by a video decoder includes determining a reference index for a video block in a video frame of a video from a bitstream. The video processing method also includes generating a joint list including a plurality pairs of reference pictures based on a first reference list and a second reference list for the video block. The video processing method further includes reordering the plurality pairs of reference pictures in the joint list based on bilateral matching using one or more motion vectors of the video block to generate a reordered joint list. The video processing method further includes performing the inter-prediction on the video block based on the reordered joint list and the reference index.

The method includes: loading a plurality of input patches associated with a current image to be coded, where the plurality of input patches include a first input patch with a first resolution, a second input patch with a second resolution, and a third input patch with a third resolution; and in response to determining that one resolution in the first resolution, the second resolution, and the third resolution is different from the other two resolutions, adjusting the first resolution, the second resolution, and the third resolution at one region of a plurality of regions before the neural network or in the neural network.

Implementations of the disclosure provide a video processing method for performing intra prediction on a video block. The video processing method may include receiving reconstructed samples from a video frame in the bitstream including the video block. The video processing method may further include determining reference samples in neighboring video blocks of the video block according to a first slant line and a second slant line through a sample of the video block. The first slant line is along an interpolation direction and the second slant line is perpendicular to the first slant line. The video processing method may also include interpolating the sample of the video block based on the reference samples.
