A method for video decoding is provided. The method includes obtaining a plurality of sub-blocks within an affine coding unit (CU) of a video frame, where the plurality of sub-blocks include a plurality of boundary sub-blocks and a plurality of non-boundary sub-blocks. Further, the method may include applying both overlapped block motion compensation (OBMC) and affine secondary prediction (ASP) to at least one sub-block to generate a sub-block-based prediction for the affine CU or enabling the ASP for the plurality of non-boundary sub-block and disabling the OBMC for the plurality of non-boundary sub-blocks.

A decoder may receive, through a bitstream, arranged syntax elements in sequence parameter set (SPS) level. The arranged syntax elements in the SPS level are arranged so that functions of related syntax elements are grouped in versatile video coding (VVC) syntax at a coding level. The decoder may receive, through the bitstream and in response to multiple syntax elements satisfy a predefined condition, a second syntax element immediately after the multiple syntax elements. The decoder may perform, through the bitstream, a related syntax element function to video data from the bitstream in accordance with the multiple syntax elements and the second syntax element.

High-level syntax for video coding

A filter may be applied to a subset of components associated with a sample in a coding block. The output of the filter may be used to modify values for other component(s). For example, a filter may be applied to a selected (for example, dominant) component(s). The output of the filter may be used to modify a value for one of the other components (for example, non-dominant components). The method may include selecting a set of candidate transform coefficients from dequantized transform coefficients. The method may include applying a template-based hypothesis generation scheme to select a hypothesis from a plurality of candidate hypotheses for the set of candidate transform coefficients. The method may include determining a combination of sign candidates associated with the selected hypothesis to be a set of predicted signs for the set of candidate transform coefficients. The method may include estimating original signs for the set of candidate transform coefficients based on the set of predicted signs and a sequence of sign signaling bits received from a video encoder. The method may include updating the dequantized transform coefficients based on the estimated original signs for the set of candidate transform coefficients.

Implementations of the disclosure provide video processing apparatuses and methods for inter-prediction. A video processing method for the inter-prediction performed by a video decoder includes determining a reference index for a video block in a video frame of a video from a bitstream. The video processing method also includes generating a joint list including a plurality pairs of reference pictures based on a first reference list and a second reference list for the video block. The video processing method further includes reordering the plurality pairs of reference pictures in the joint list based on bilateral matching using one or more motion vectors of the video block to generate a reordered joint list. The video processing method further includes performing the inter-prediction on the video block based on the reordered joint list and the reference index.

A method and an apparatus for image filtering in video coding using a neural network are provided. The method includes: loading a plurality of input patches associated with a current image to be coded, where the plurality of input patches include a first input patch with a first resolution, a second input patch with a second resolution, and a third input patch with a third resolution; and in response to determining that one resolution in the first resolution, the second resolution, and the third resolution is different from the other two resolutions, adjusting the first resolution, the second resolution, and the third resolution at one region of a plurality of regions before the neural network or in the neural network.

Implementations of the disclosure provide a video processing method for performing intra prediction on a video block. The video processing method may include receiving reconstructed samples from a video frame in the bitstream including the video block. The video processing method may further include determining reference samples in neighboring video blocks of the video block according to a first slant line and a second slant line through a sample of the video block. The first slant line is along an interpolation direction and the second slant line is perpendicular to the first slant line.
