The present invention provides a baseline function, viz., a transmission-related parameter (transmission loss, transmission coefficient, etc.) as a function of resistance of a uniformly resistant finitely thin film&#x2014;which is predicated on the theoretical behavior of electromagnetic radiation passing through a uniformly resistant infinitely thin film. This theoretical behavior is characterized by constancy of the transmission-related parameter for any frequency of the electromagnetic radiation, wherein each resistance value has associated therewith a constant transmission-related parameter. The baseline function is formed by calculating the constant transmission-related parameter value for each of plural resistance values in the theoretical model. The baseline function is correlated with an empirical function, viz., a transmission-related parameter as a function of frequency of the electromagnetic radiation&#x2014;which is formed, in empirical testing, by measuring the transmission-related parameter value for each of plural resistance values. The correlation yields a functional relationship between resistance and frequency.

Many military land vehicles are not designed to withstand extreme forces concomitant exploding mines. A vehicle's capacity to protect its occupants is inventively enhanced by structurally augmenting the vehicle, in lower structural portions closely related to the vehicle's cabin, with both elastomeric and rigid (non-elastomeric) materials. An elastomeric layer and a rigid layer (typically embodied as a metal or composite sheet or plate) are added to the vehicle in each of seven locations, viz., the four wheel wells (left-front, right-front, left-rear, right-rear), the two floorboards (left and right), and the intervening underside area. At each wheel well and floorboard location, the elastomer is sandwiched between the vehicle's existing rigid structure and the rigid member so as to form a tri-layer material system. At the intervening underside location, an elastomer-coated rigid member is attached with the elastomer face-down. The seven material systems are energy-dissipative and impact-deflective both locally and globally.

A dynamic ramp interface system to allow a roll-on/roll-off (RORO) ship to unload and load onto a pier, floating storage facility, or other ship during high sea states. The dynamic ramp interface system includes a motion compensation damping system attached to a first platform, a first ramp also attached to the first platform leading up to the motion compensation damping system, and second ramp that is hingedly connected to a second platform and also leading to the motion compensation damping system. The motion compensation damping system includes a top plate, a bottom plate, a series of interconnected hollow bladders, and a pivot support structure. Through this arrangement, the top plate is allowed to pivot relative to the bottom plate, with the bladder system providing a damping effect. The first ramp is slideably in communication with the top plate by means of a set of articulated fingers. The second ramp is also slideably in communication with the top plate. When used for unloading a roll-on/roll-off ship, the first platform would likely be a pier or floating storage facility, the second platform would be the roll-on/roll-off ship, and the second ramp would be the roll-on/roll-off ship's ramp. By means of the dynamic ramp interface system described herein, the roll-on/roll-off ship would be able to load and unload its cargo in both normal conditions and during high sea states.

Apparatus and method for accurately and efficiently metering at least one compressible fluid and at least one incompressible fluid for mixing, whereby pressure and therefore density is regulated with regard to each compressible fluid, and volume is regulated with regard to each compressible fluid as well as each incompressible fluid. Compressible fluids in particular are metered more accurately because the mass of each fluid is used as the variable measurement standard, both the density and the volume of each fluid being maintained at controlled and predictable levels. For some embodiments, synchronously interdependent, hydraulically independent regulation of the flow rates of the fluids serves not only to optimize metering accuracy but metering efficiency as well by accounting for relative compressibilities and viscosities between or among the fluids, therby permitting minimization of lag times between or among the flows of the fluids, in this way furthering integration of the individual metering processes of all the fluids into one coordinated system whereby the flows of all the fluids are mutually and/or concurrently controlled.

A method of protecting acoustic and damping tiles from fire damage by placing a fire barrier silicone foam sheet on the inner surface of a mold, mounting the mold at a selected distance from the surface of a hull of a vessel with the fiberglass cloth side of the silicone foam sheet facing the hull and spaced therefrom, injecting a polyurethane foam into the space between the hull surface and the silicone foam sheet, curing the polyurethane foam, and removing the mold. The porosity of the polyurethane foam is imparted by incorporation of 5-50% by volume of Saran.RTM. microspheres.
