Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive information identifying a recovery time associated with packet data convergence protocol (PDCP) communication using a reordering timer, wherein a distribution of recovered PDCP counts associated with the PDCP communication is associated with a configured characteristic for a packet recovery time.
