The present invention relates to a dry composition that can be used as a herbicide. The composition contains N-(4-fluorophenyl)-N-(1-methylethyl)-2-[[5-(trifluoromethyl)-1,3,4-thiadia zol-2-yl]oxy]acetamide, 4-amino-6-(1,1-dimethylethyl)-3-(methylthio)-1,2,4-triazin-5-(4H)-one, and a pH adjusting agent. The process of the invention includes reacting an oxadiazolinone with hydrazine hydrate in the absence of a solvent.
