An emergency gateway can receive carrier location information from a carrier location server for an end-user device that initiated an emergency services call. The emergency gateway can also receive supplemental location information for the end-user device from a supplemental location server and select one of the carrier location information and the supplemental location information. The emergency gateway can generate routing information for the emergency services call based on the selected location information, wherein the routing information identifies a given Public Safety Answering Point (PSAP) for the emergency services call. Further, the emergency gateway can route the emergency services call to the given PSAP based on the routing information.

Supplemental location information for an emergency services call

An intelligent system for choosing selection schemes to be tried in a predetermined order for determining the location of a wireless mobile client, including retrieving a last known position record from a cache, checking serving network capability, choosing an initial selection scheme according to parameters including at least the required response time and the requested location method, including a method employing navigational satellites, attempting to retrieve a current position record, trying successive untried selection schemes in turn according to a predetermined algorithm if no current position record has been retrieved, and returning the current position record and updating the last known position record, or returning an error if no current position record has been retrieved, and returning the last known position record if an error has been returned, the last known position record exists in the cache and the last known position record has not expired.

Wireless telecommunications location based services scheme selection

An emergency services key (e.g., ESQK or ESRK) is guaranteed to be available from a limited size ESQK pool. A plurality of ESQKs are grouped into a pool of emergency service keys 'ESQK Pool ID', each including anywhere from 1 to N number of ESQKs. Each ESQK preferably has a 'Timestamp', information relating to the specific emergency E911 call (&#x201c;Call Data ID&#x201d;), a guard timer, and an optional hold timer. The ESQK having a Call Data ID=&#x201c;NULL&#x201d;, and having the oldest Timestamp, is chosen for selection. If no such ESQK has both Call Data ID=NULL and the oldest Timestamp is found, then the ESQK with merely the oldest Timestamp is selected. The timestamp is reset to a current time plus a guard timer, or hold timer if desired.

Extended efficient usage of emergency services keys

An Automatic Location Identifier (ALI) trigger mechanism can include a data tap configured to detect an ALI location request for an emergency services call. The data tap can also be configured to output a trigger signal in response to detecting the ALI location request. The ALI trigger mechanism can also include a metadata router configured to receive the trigger signal and output an enhanced caller information request to a metadata server in response to the trigger signal.

Trigger mechanism

A method and mechanism to allow a location server to initiate a user plane location service (e.g., SUPL defined by OMA) procedure to a user plane enabled device via Instant Messaging, or alternatively, via an existing SIP session if a multimedia session is already established. The location request is signaled to the user plane enabled device via a SIP INFO message. The location request uses SIP messaging to overcome firewall and other network security issues. Location using SUPL over SIP may be provided about a caller making an E911 emergency call. An Instant Message may be sent to the user plane enabled device, e.g., a VoIP wireless phone.

User plane location services over session initiation protocol (SIP)

A prank call server that performs 911 prank call filtering over a 911 emergency call system, prior to routing a 911 call to a PSAP. The inventive prank call server identifies prank calling devices, regardless of current service subscription, by retrieving and analyzing emergency call data pertaining to detected prank 911 calls. The prank call server assigns a unique global identifier to each 911 call detected on the 911 emergency call system. Unique global identifiers enable a PSAP to uniquely identify prank 911 calls that are identified thereon. A PSAP transmits a prank call signal and a relevant unique global identifier to the prank call server, for each prank 911 call that is detected. A prank call signal/unique global identifier combination triggers the prank call server to store all available call data for a referenced prank 911 call in to a prank call database, for subsequent prank call filtering analysis.

A technique to allow a server such as a location server to throttle concurrent or closely timed location requests for the position of a given wireless device such that within a certain time period preferably only one location request will be initiated to the positioning engine and the remaining closely-timed location requests will be buffered or cached. When a position for the given wireless device is returned per the outstanding location request, then the retrieved position will be used to respond to each of the buffered location requests. Thus, a plurality of location requests are satisfied with a single request to the positioning engine. By optimizing the use of cached position requests, throttling of location requests per the invention reduces network traffic significantly, increases the efficiency of a positioning server (therefore reducing business cost), and provides for an improved grade or quality of location based services in general.

Unique global identifier header for minimizing prank 911 calls

A protocol converter or translator between ANSI-41 ORREQs and VoIP V2 messaging. The protocol converter may alternatively (or also) provide conversion between GMS MAP and VoIP V2 messaging. Interaction of VSPs with a Mobile Positioning Center (MPC) or a Gateway Mobile Location Center (GMLC) is permitted, as is interaction of wireless carriers with a Voice Positioning Center (VPC). In this way existing GMLCs or MPCs may be used to service VoIP 9-1-1 calls. Moreover, operators of Voice Positioning Centers (VPCs) who implement wireless offerings can re-use their existing VPCs to service wireless 9-1-1 calls.
