A video encoder encodes a plurality of pictures with one of the pictures being a long term reference picture. The encoder provides signaling in a bitstream for a decoder to reconstruct pictures by selectively activating the long term reference picture for use as a reference picture, maintaining the long term reference picture in the buffer while being inactive as a reference picture, changing the long term reference picture from inactive to active as a reference picture, and marking the long term reference picture as being unused for reference so that it is no longer eligible to be used as a reference picture for a subsequent picture and is removed as a reference picture.

Online and offline selection of extended long term reference picture retention

A method is provided for processing a video bitstream which includes a first picture and a sequence parameter set containing information indicating a mode is enabled in which a first area of a picture can be extracted and replaced by a second area of another picture. Using the mode, the first picture is modified by extracting the first area and replacing the extracted area with the second area from the other picture. The modified first picture is stored and a predictor is formed using the modified first picture as a reference picture. A block of a subsequent picture is decoded using the predictor.

If the motion vector candidate is a translational motion vector, the decoder decodes the blocks in the first region using translational motion compensation to reconstruct global motion in the first region. If the one motion vector candidate comprises multiple control point motion vectors, the decoder uses affine motion compensation to reconstruct global motion in the first region.

The first plurality of blocks having a common motion model used to decode each of the blocks of the first region and the second plurality of blocks having local motion.

Encoder for coded pictures having regions with common motion models

A video encoder is configured to encode a bit stream including a coded picture having a first contiguous region and a second contiguous region, the first contiguous region containing common motion, the second contiguous region containing local motion. The encoded bitstream is provided to a decoder which is configured to decode the first contiguous region of the coded picture to reconstruct the common motion by utilizing a motion model common to all of the coding blocks in the first region.
