Subscribers are segmented in a telecommunications by allocating given first subscribers network resources with a lower priority than second subscribers, but allowing the first subscribers to temporarily upgrade their subscription by a self-service request. On detecting the request, the network updates the charging correspondingly and adapts the resource allocation of the first subscribers who made the request for a predetermined period and/or amount of phone calls. The network is also capable of signaling the subscribers their current resource allocation priority so that the subscribers can provide respective users with a feedback of changes in resource allocation. The mechanism is also applicable for temporarily lowering the priority of given subscribers in resource allocation.

Methods and apparatus for resource allocation based on changeable service levels

A method and corresponding equipment to enable a phone owner, who desires to lend a phone to a borrower, to define a temporary limit for the usage of the borrower, especially in a prepaid charging system. The charging system uses this temporary limit to restrict service usage such that when an amount corresponding to the temporary limit has been spent service is denied until such time as the limit has expired or been withdrawn, even if, for example, there is still a positive balance in the phone owner's own prepaid account.

Communication network subscription control

A method for transferring user equipment from a current cell during an ongoing communication is disclosed. The current cell belongs to a first network. In the method capability information for at least one available cell of a second network is determined in a controller of the current cell, where after at least one cell of the second network is selected based on the capability information to prepare a transfer of the user equipment from the current cell. Information regarding the selected at least one cell of the second network is then sent from the controller to the user equipment.

Transfer between cells in a communications system

A communication system comprising a network element, a mobile station, and a plurality of radio access means. The plurality of radio access means is configured to provide communication services to the mobile station. A radio access means of the plurality of radio access means includes a plurality of cells. The plurality of radio access means use different communication methods. The network element is configured to order the radio access means based on provided information. The provided information is associated with the plurality of radio access means and is based on a plurality of parameters associated with each of the plurality of radio access means. The network element is further configured to select a target radio access means of the plurality of radio access means based on the ordering and to send a request to the mobile station to perform compressed mode measurements based on the selected target radio access means for selecting a cell associated with the selected target radio access means.

Method and system for optimization of a handoff of a user equipment between packet switched and circuit switched networks in response to a request for circuit switched network services on the user equipment while the user equipment is resident on a packet switched only network. The system includes a mobile device, a first network, and a second network. The first network includes a third network and an interworking unit. The second network communicates with the first network. The mobile device sends registration information to the first network. The third network sends the registration information to the interworking unit. The interworking unit sends the registration information to the second network to provide a communication link between the mobile device and the second network.

A method of selecting a cell for handover of a mobile station to another communication system. A command is sent to a mobile station from a first network element. The command includes a request to perform compressed mode measurements at the mobile station of a neighboring cell. The neighboring cell uses a different communication means than the first network element. Compressed mode measurement results are received from the mobile station at the first network element. The received compressed mode measurement results are weighted with indicators of a prioritized neighbor cell list to form a prioritized list. A second command is sent to the mobile station from the first network element. The second command includes a second request to decode identification codes at the mobile station based on the prioritized list. An indicator of a suitable cell from the prioritized list is received from the mobile station at the first network element. An instruction is sent to the mobile station from the first network element after receiving the indicator. The instruction stops decoding identification codes at the mobile station.

A method of performing compressed mode measurements for selecting communication means in a communication system. Statistics are collected on handovers from a cell in a communications system to a plurality of other cells in the communications system. A cell load of each cell of the plurality of other cells is weighted by a percentage of handovers from the cell to the respective one of the plurality of other cells. A threshold is determined based on the weighted cell loads. The threshold can be used to trigger a load based handover from the cell to one of the plurality of other cells.

A communication method and system are provided that include providing synchronization information about a co-sited downlink carrier. This information may be transmitted to from a base station to a mobile device. The mobile device may receive this information and perform handover or measurements based on the received synchronization information.

Method and apparatus for utilizing synchronization information

A method and system for cell identification for uplink interference avoidance that includes a network device and mobile device in a communications network. Inter-frequency measurements are performed by a mobile device on a downlink carrier currently not used by the mobile device. A result of the inter-frequency measurements is compared with another value. Second measurements are initiated on the downlink carrier currently not used by the mobile device based on the comparison. A cell is identified based on the second measurements. The inter-frequency measurements may include receive signal strength indicator (RSSI) measurements, received signal code power (RSCP) measurements, or average channel power-to-total signal power ratio (Ec/Io) measurements. The second measurements may include signal quality measurements.

Method and apparatus for cell identification for uplink interference avoidance using inter-frequency measurements

The invention is a method of setup involving at least one user equipment and a system. A method of setup involving user equipment in accordance with the invention includes transmitting a request for communications from at least one user equipment (), having a current band of operation in a wireless network (), to a controller () of the wireless network, the request containing information indicating any capability of the at least one user equipment to operate in any other band other than the current band of operation in the wireless network; and the controller, in response to the capability of the at least one user equipment to operate in any other band than the current band of operation and load conditions in the network, transmits to the at least one user equipment that the communications are to be established in another band in the wireless network than the current band of operation in the wireless network.

Indication of user equipment capabilities before radio resource control connection

The invention relates to a radio resource control method, a mobile communications system and a network element implementing the method. According to the invention, the cell change procedures performed by the user equipment in an idle state are controlled dynamically with control information that is adjusted according to a predetermined time pattern. The invention enables for instance an advanced cell change in an idle state, thus reducing the probability of a handover while the user equipment is in a dedicated connection to the network.

Radio resource control method in mobile communication system, mobile communication system and network element

The invention proposes a method for controlling a network comprising at least one cell served by a first type network device, wherein the first type network device is adapted to serve second type network devices, the method comprising the steps of detecting (S) the downlink load of the cell in a direction from the first type network device to the second type network device, deciding (S) whether the first type network device serving the cell is suited to serve sufficient service to second type network devices requesting service in the cell with respect to the detected downlink load, generating (S) information as to the attractiveness of the first type network device based on the result of the deciding step, and providing the information to the second type network devices. The invention proposes also a device for controlling a network. By the method and the device, the load on a network can be more evenly distributed.

Despite the high amount of different reporting alternatives of the present invention, they are not contradicting each other but are only options for different needs. Method and system for exchanging the capacity reports in a radio access network

A method and system for soft handover detection for uplink interference avoidance that includes a network device and mobile device in a communications network. The mobile device uses a downlink carrier. A parameter, such as a signal strength or a signal quality, of the downlink carrier and one of a co-sited downlink carrier or neighboring downlink carrier is measured. A soft handover area is detected by the network device or the mobile device based on comparing the signal strength or the signal quality of the downlink carrier with the signal strength or the signal quality of one of the co-sited downlink carrier or the neighboring downlink carrier. The downlink carrier, the co-sited downlink carrier or the neighboring downlink carrier may be from a core band, (e.g., 2.0 GHz), or extension band, (e.g., 2.5 GHz), of frequencies or combination thereof. The system provides for handovers while uplink carrier interference is avoided.
