An image recording and replaying apparatus in which a repeat recording control unit receives specification of a repeat recording time period, and instructs an image data recording unit to record image data; the image data recording unit records the image data into files having capacity corresponding to a predetermined time period; a replay control mode setting unit, under control of the repeat recording control unit, sets an all-replays-available mode for files recorded within the specified repeat recording time period back from the current time, and sets a replay restriction mode for a file that was recorded in the predetermined time period immediately before the repeat recording time period; and a replay control mode judging unit outputs a warning that special replays other than fast forward are not available if it judges that a currently replayed file is set to the replay restriction mode.

A data reading control unit select packets to be transmitted so that the number of packets that are transmitted per unit time does not exceed the number of packets that can be transmitted per unit time. The data reading control unit performs this packet selection according to the transmission amount per unit time calculated by a transmission amount calculation unit, the priority information in a priority storing unit, and the transmission queue information in a transmission queue information storing unit. The data reading control unitreads pointers to the selected packets from a cycle transmission queue buffer, reads TS packets from a TS packet buffer according to the read pointers, and outputs the read TS packets to a transmission unit.

The present invention concerns a remote monitoring system and method. In the monitoring terminal unit,, a TV camera,pictures a monitoring object and a sensor,watches for any abnormality in the monitoring object. The monitoring images from the TV camera,is encoded in the resolution set in an encoder,. The encoded image data is continuously written in an image storage,in a cyclic way. In addition, real-time images pictured by the TV camera or stored images are transmitted to the monitoring central unit,via connection control unit,only when an abnormality is detected. The monitoring central unit,displays on the monitor,the images thus sent in. In that remote monitoring system, the resolution to give to the image encoder,is fixed at a constant value in the normal state and is raised to a higher value than normal in case of abnormality. That permits watching the monitoring object in a high resolution.
