The difference image generator generates a difference image based on an image included in the n captured images and captured while the light emitter is on and an image included in the n captured images and captured while the light emitter is dimmed.

A vehicle headlamp is provided with a light emitting module. The light emitting module is provided with a light emitting portion and a frame member. The frame member surrounds the light emitting portion to define a light emitting surface. The frame member includes a first surface and a second surface in which a part of an internal diffusing/reflection light reflected on the first surface is to be projected upwardly of a cutoff line of a low-beam light distribution pattern, and a part of the internal diffusing/reflection light reflected on the second surface is to be projected downwardly of the cutoff line.
