The cosmetic composition may include a (i) hydrogel dispersion in oil, the hydrogel having an ethylenic polymeric core, as well as (ii) a transfer-resistant film former, (iii) a hydrophilic active agent incorporated into the ethylenic polymeric core, or (iv) both (ii) and (iii). The dispersion may include a plurality of ethylenic polymeric core particles dispersed in a fatty substance that is liquid at 20° C. and 1 atmosphere that also includes a polymeric stabilizing agent.
