Provided are white space sharing control method, database device, agent device and communication system with which use of white space (WS) is controlled when a plurality of WS wireless devices compete for use of WS. In ST, an application A proxy device arbitrates WS channel use requests received from a plurality of application A first WS wireless devices and combines these requests into one, and, in ST, the application A proxy device transmits the arbitrated WS channel use request and location information to a frequency database apparatus. In ST, the frequency database apparatus decides whether or not application A and application B are available on the basis of the 'arbitrated WS channel use request and location information' and 'priority ranking information according to use'. In ST, the frequency database apparatus updates application A database information and application B database information on the basis of the decision result.

The femtocell base station has an adjacent wireless terminal list in which identification information of a wireless terminal, which is capable of being connected to an adjacent femtocell base station but is not capable of being connected to the femtocell base station, is recorded, and downlink transmission power of the femtocell base station is reduced when the identification information included in the interference control request is included in this list.

An allocation sectionin a base station apparatus of the present invention sets the transmission rate of a transmit signal for a communication terminal apparatus based on a DRC signal transmitted from that communication terminal apparatus. A power margin information detectordetects power margin information from a demodulated signal generated by a demodulator, and, using that power margin information, a power setting sectionmakes a setting so as to give the minimum transmission power value at which received signal characteristics in each communication terminal apparatus meet the desired quality. Using the set transmission power value, the base station apparatus transmits a transmit signal of the set transmission rate to a communication terminal apparatus. By this means it is possible to suppress interference to a communication terminal apparatus that performs adaptive modulation communication with another base station apparatus and a communication terminal apparatus that performs adaptive modulation communication with the local base station apparatus at the same time.

Furthermore, the transmission rate is switched so that the amount of interference with others is within the allowable range according to the channel condition between the communication terminal apparatus and base station apparatus.
