A three-dimensional data encoding method includes: calculating a predicted value of a position of a three-dimensional point according to one of inter prediction and intra prediction; calculating a residual between the predicted value and the position; arithmetic-encoding the residual using a first context when the predicted value is calculated according to the inter prediction; and arithmetic-encoding the residual using a second context different from the first context when the predicted value is calculated according to the intra prediction. The residual is expressed by third residual information indicating a bit count of the residual.

A three-dimensional data encoding method of encoding three-dimensional points includes: calculating a predicted value of attribute information of a first three-dimensional point in a prediction mode, using one or more items of attribute information of one or more second three-dimensional points in the vicinity of the first three-dimensional point; calculating a prediction residual that is a difference between the attribute information of the first three-dimensional point and the predicted value; and generating a bitstream including the prediction residual and prediction mode information indicating the prediction mode. The prediction mode is: one prediction mode among two or more prediction modes when a type of the attribute information of the first three-dimensional point is first attribute information including elements more than a predetermined threshold value; and one fixed prediction mode when the type is second attribute information including elements equal to or less than the predetermined threshold value.

A three-dimensional data encoding method includes: quantizing geometry information of each of three-dimensional points, using a first quantization parameter; quantizing a first luminance using a second quantization parameter and quantizing a first chrominance using a third quantization parameter, the first luminance and the first chrominance indicating a first color among attribute information of each of the three dimensional points; and generating a bitstream including the geometry information quantized, the first luminance quantized, the first chrominance quantized, the first quantization parameter, the second quantization parameter, and a first difference between the second quantization parameter and the third quantization parameter.

A three-dimensional data encoding method includes: determining whether a first valid node count is greater than or equal to a first threshold value predetermined, the first valid node count being a total number of valid nodes that are nodes each including a three-dimensional point, the valid nodes being included in first nodes belonging to a layer higher than a layer of a current node in an N-ary tree structure of three-dimensional points included in point cloud data, N being an integer greater than or equal to 2; and, when the first valid node count is greater than or equal to the first threshold value, performing first encoding on attribute information of the current node, the first encoding including a prediction process in which second nodes are used, the second nodes including a parent node of the current node and belonging to a same layer as the parent node.

A method for transmitting a bitstream via a network is provided. The bitstream being generated by: deriving a first candidate having a first motion vector that has been used to code a first block; deriving a second candidate having a second motion vector and a first reference picture index value that identifies a first reference picture corresponding to the second motion vector, with the second motion vector being a first zero vector; deriving a third candidate having a third motion vector and a second reference picture index value that identifies a second reference picture corresponding to the third motion vector, with the third motion vector being a second zero vector. A moving picture coding apparatus includes a co-located block information determination unit which determines which one of a forward reference block and a backward reference block will be a co-located block and further determines whether only the unidirectional motion vector of the motion vectors of the co-located block is to be stored in a colPic memory; a temporal motion vector predictor calculation unit which derives a candidate motion vector predictor in temporal motion vector predictor mode using the colPic information stored in the colPic memory; and an inter prediction control unit which determines to code a motion vector using a candidate motion vector predictor having least error from the motion vector derived by motion estimation among candidate motion vector predictors.

A three-dimensional data encoding method includes: generating a bitstream by encoding subspaces included in a current space in which three-dimensional points are included. In the generating of the bitstream, a list of information about the subspaces is stored in first control information included in the bitstream. The subspaces are respectively associated with identifiers assigned to the subspaces, and the first control information is common to the encoded data. A three-dimensional data encoding method of encoding geometry information of a first three-dimensional point cloud located in a first area includes: selecting a moving method from among moving methods; determining a second area based on the moving method selected and the first area; moving a second three-dimensional point cloud located in the second area determined, to the first area, using a method in accordance with the moving method; encoding the geometry information of the first three-dimensional point cloud, based on encoded geometry information of the second three-dimensional point cloud moved to the first area; and generating a bitstream including the geometry information of the first three-dimensional point cloud encoded and moving information indicating the moving method. The moving methods include a method for rotating the second three-dimensional point cloud about a vertical axis of a mobile body that includes a sensor configured to generate the first three-dimensional point cloud.

A moving picture coding apparatus for coding a current block from among blocks in a picture is provided. A motion vector predictor candidate list, having a fixed size, is generated, with the motion vector predictor candidate list including first and second candidates. The motion vector predictor candidate list is generated by: deriving the first candidate from a first motion vector used to code a first block, with the first block being adjacent to the current block; and deriving the second candidate that has a second motion vector that is a non-zero value vector based on an X-Y axis of a fixed offset value, with the second motion vector not being derived by coding a block adjacent to the current block and the fixed offset value being a non-zero value that is added in a picture header and commonly used for the blocks in the picture.
