A first illumination section radiates light at a certain degree of illuminance toward the face of a human recognition object from an upper right part or an upper left part of a camera, and a second illumination section radiates light at a certain degree of illuminance toward the face of the human recognition object from a lower part of a camera. The camera photographs and inputs a facial image of the human recognition object. The image processing section extracts a feature value of the face of the human recognition object from a facial image inputted by the camera and collates the feature value extracted with a standard feature value registered in advance so as to recognize a facial image of the human recognition object.

An IR image input section inputs an IR image of printed matter P , using IR light having a near-infrared wavelength. An edge emphasizing section executes edge emphasizing processing on the IR image. A fold/wrinkle extracting section extracts pixels corresponding to a fold or a wrinkle from the edge-emphasized image, counts the number of the extracted pixels, measures the average density of the extracted pixels obtained when the IR image is input thereto, and outputs the number and the average density of the extracted pixels as feature quantity data. A determining section determines the soil degree of the printed matter P due to a fold or a wrinkle on the basis of the feature quantity data.

An automatic mail processing apparatus comprises a physical quantity detection section for detecting physical quantities of mail with a stamp, such as the weight and dimensions of the mail, a postage determining section for determining the valid postage for the mail with reference to a table in which valid charges are previously stored on the basis of the information items indicating physical quantities, and a stamp detection section for detecting the amount paid on the basis of the information on the stamp contained in the image of the mail, and a processing section for verifying the determined postage with the amount paid to detect a surplus or deficit of the amount paid, and to identify the kind of the mail, classify the mail, and compile statistics data on the mail.
