A radio communication technology with small delay is provided. A communication system includes a communication terminal and a base station. Provided is a communication system capable of suppressing, under communication environment including a plurality of cells, degradation in communication quality and decrease in communication rate and communication capacity due to interference from the other cells. Each of the cells includes a plurality of antenna elements, and performs radio communication with a communication terminal device through the antenna elements. Each of the cells notifies the other cells of settings for measuring channel information on a channel for performing radio communication of its own cell. Each of the cells may notify a communication terminal device being served thereby of the settings for measuring the channel information of its own cell. Here, the communication terminal device measures the channel information based on the settings notified from each of the cells, and reports a result of the measured channel information to a corresponding one of the cells when the result satisfies a predetermined reporting condition.

A heat sink including a base section, connection fins, and parallel fins. The base section includes: a first base plate configured to be mounted with a heat generating component on its outer surface; a second base plate disposed to face the first base plate in a parallel manner, configured to be mounted with a heat generating component on its outer surface; and a third base plate disposed perpendicular to the first base plate and the second base plate, which secures the first base plate and the second base plate along a junction line. The base section includes first and second regions arranged in the direction of the junction line. The connection fins are disposed on the first region to connect inner surfaces of the first and second base plates and to be parallel to the third base plate, and the parallel fins are disposed on the second region from an inner surface of the third base plate to be parallel to the first base plate.

The invention is related to a device for detecting insulation degradation in an inverter-driven load device, in particular a motor, the device including: zero-phase current measuring means for measuring a zero-phase current in power-feed lines, provided in the power-feed lines between an inverter device and the motor; and command control means for putting rotation of the motor on standby; wherein the zero-phase current measuring means measures the total of phase currents fed into respective phases so as not to rotate a shaft even when an external force is applied to the shaft during the rotation being on standby, whereby allowing regular detection of insulation degradation without switching over the power-feed lines connected with the load device.
