According to one embodiment, a base station includes a communication circuit and a controller. The communication circuit receives and transmits uplink data and downlink data. The controller calculates a downlink remaining time based on a first time when the communication circuit receives a resource allocation request, a second time when the communication circuit receives the uplink data, a third time when the communication circuit receives the downlink data, and a round-trip delay threshold time, and determines a fourth time when the communication circuit will transmit the downlink data to the terminal based on the downlink remaining time.

According to one embodiment, a wireless communication system includes a base station, a first allocation determination device, and a second allocation determination device. The base station is capable of wirelessly communicating with terminal devices each having either a first characteristic or a second characteristic. The processor is configured to acquire communication condition information indicating conditions of wireless communication with the wireless terminal. The transmitter is configured to transmit the communication condition information to a system managing a first network slice and a second network slice which can be used by the base station.
