This encoding device is able to encode an S signal efficiently in MS prediction encoding. An M signal encoding unit generates first encoding information by encoding a sum signal indicating a sum of a left channel signal and a right channel signal that constitute a stereo signal. An energy difference calculation unit calculates a prediction parameter for predicting a difference signal indicating a difference between the left channel signal and the right channel signal by using a parameter regarding an energy difference between the left channel signal and the right channel signal. An entropy encoding unit generates second encoding information by encoding the prediction parameter.

Provided is a base station that enables data communications in a small cell to continue even if a handover between macro cells occurs. In the base station (), a handover determination unit () determines whether the handover of a control plane from the base station () to another macro cell is necessary for a terminal. If it is determined that the handover is necessary, a radio resource control unit () and a slave radio resource control unit () continue the control of a user plane communication process when the terminal is located inside a small cell, and the radio resource control unit () and slave radio resource control unit () stop the control of the user plane communication process and perform a process of handover to the other macro cell when the terminal is located outside the small cell.

Even when a terminal goes out of a macro cell, data communication in the small cell can be caused to continue while the mobile management in a macro cell is continued. When a first determination unit () determines that a terminal exists outside the cell of a base station (), an existence recognition packet transmission/reception unit () transmits a recognition packet, which is used for recognition, to the terminal via a small cell, and thereafter receives a response to the recognition packet from the terminal via the small cell. When a second determination unit () determines, because of the reception of the response, that the terminal exits inside the cell of the base station (), a radio resource control unit () causes the connection of the control plane between the terminal and the base station () to continue.

Disclosed is a transmission device capable of reducing quantization errors in nonlinear quantization of IQ signals. In the device, a standard deviation measuring unit measures a standard deviation &#x3c3; of the amplitude distribution of input signals. A kurtosis measuring unit measures the kurtosis of the amplitude distribution of the input signals. A correction coefficient determining unit determines a correction coefficient &#x3b1; corresponding to the kurtosis of the amplitude distribution of the input signals. A quantization unit quantizes the input signals using the correction coefficient &#x3b1; and calculates quantization data. A multiplexing unit multiplexes the quantization data and quantization control information with each other.
