Provided is a non-contact IC card communication controller of a simple configuration which can easily be manufactured at a reasonable cost. The non-contact IC card communication controller () includes: a copper plate frame () having a cut-off portion (); and a copper plate piece () which arbitrarily closes the cut-off portion (). When the controller () is arranged so as to be overlapped with a non-contact IC card, the copper plate frame () and a coil antenna built in the non-contact IC card are partially or entirely overlapped. If the cut-off portion () is in the open state, it is possible to read information recorded on the non-contact IC card. If the cut-off portion () is in the closed state, it is impossible to read the information recorded on the non-contact IC card.
