Systems and methods for performing emergency communications testing are disclosed. Network components, such as a text control center, may be configured to recognize a short code in a text message and enter an emergency communications testing mode for the user device that transmitted the short code. In testing mode, the network components may process emergency communications by determining the emergency processing data (e.g., routing instructions, appropriate PSAP, etc.) and providing that information to the user device rather than forwarding such communications to an emergency services provider. The network component may revert to normal operation after a period of time or after processing a predetermining number of emergency communications.

Emergency communications testing using short codes

Systems and methods for testing a text-to-911 system of a public safety answering point (PSAP) are described herein. The systems and methods provide for an administrative line that the PSAP, whereby a user can test the PSAP and determine if information that would be used by the PSAP in the case of an emergency is correct.

Testing emergency text services

A request is received to suspend providing scam protection to a user device that initiated an outgoing emergency voice call or an outgoing emergency communication message to a Public Safety Answering Point (PSAP). Scam protection for the user device is suspended for a predetermined time period, which allows the PSAP to make return emergency voice calls or send return emergency communication messages to the user device without the scam protection server marking the return emergency voice calls as a scam voice call or marking the emergency communication messages as a scam message during the predetermined time period.

Scam mitigation back-off

A computing system may automatically send a text message to a caller of an E911 call in addition to existing E911 call handling in response to one or more failures of an E911 system. Sending the text message may be a response to a technical failure associated with normal voice call handling and routing. The text message may also be a response to an emergency services center's failure to answer an E911 call. This failure may be due to technical problems or high call volumes, among other things. The text message can prompt the E911 caller to contact 911 services using a text message reply including information association with the nature of the emergency about which the caller is calling 911. The text message can be placed in a call queue at the emergency services center or routed to a local public safety answering point (PSAP).
