According to an embodiment, a decoding device includes an acquiring unit configured to acquire first format information, encoded data, and first filter information, the first format information indicating a resolution of a color-difference component of the encoded data; a decoding unit configured to decode the encoded data to obtain a decoded image; and a converting unit configured to convert a color-difference format of the decoded image represented by a first color-difference format by using a filter identified by the filter information.

According to an embodiment, an encoding device includes an encoder. The encoder is configured to generate a video stream. The video stream includes at least a first image group including a plurality of images encoded at a first bit rate and a second image group including a plurality of images. The first image group includes an intra-coded image. The plurality of images of the second image group are associated with the intra-coded image serving as a reference image to decode an inter-coded image, and are encoded at a second bit rate different from the first bit rate and having reproduction timing in synchronization with the plurality of images of the first image group.

The memory controller is configured to read a received word from the non-volatile memory, estimate noise by using a plurality of different models for estimating the noise included in the received word to obtain a plurality of noise estimation values, select one noise estimation value from the plurality of noise estimation values, update the received word by using a value obtained by subtracting the selected noise estimation value from the read received word, and decode the updated received word by using a belief-propagation method.

According to one embodiment, a learning device includes a noise generation unit, a decoding unit, a generation unit, and a learning unit. The noise generation unit outputs a second code word which corresponds to a first code word to which noise has been added. The decoding unit decodes the second code word and outputs a third code word. The generation unit generates learning data for learning a weight in message passing decoding in which the weight and a message to be transmitted are multiplied, based on whether or not decoding of the second code word into the third code word has been successful. The learning unit determines a value for the weight in the message passing decoding by using the learning data.

According to an embodiment, a video compression apparatus includes a first compressor, a second compressor, a partitioner and a communicator. The first compressor compresses a first video to generate a first bitstream. The second compressor sets regions in a second video and compresses the regions so as to enable each region to be independently decoded, to generate a second bitstream. The partitioner partitions the second bitstream according to the set regions to obtain a partitioned second bitstream. The communicator receives region information indicating a specific region that corresponds to one or more regions and selects and transmits a bitstream corresponding to the specific region from the partitioned second bitstream.
