Provided is a developing device including a container that accommodates a developer, a developer holding member that develops the electrostatic latent image on the image holding member by delivering the developer to a position facing the image holding member, while rotating, a first transport member that extends in a direction of a rotary shaft of the developer holding member, and that transports the developer inside the container in a first direction, and a pushing-back member that pushes back the developer transported in the first direction by the first transport member in a direction opposite to the first direction, and that allows an amount of the developer beyond pushing-back capacity within the developer transported in the first direction, to exit from the container, wherein the container includes a control wall that controls passage of the developer.

The controller performs control so that the power supply supplies to the developer transport members, when the toner concentration detected by the detector is higher than a predetermined upper limit, voltages having waveforms that generating a potential difference therebetween that causes the toner concentration of the developer distributed to a most downstream developer transport member to decrease and the toner concentration of the developer distributed to at least one of the developer transport members that is disposed upstream of the most downstream developer transport member to increase.

A developing device includes a rotating body, a second rotating unit, plural developing units. A supply unit supplies a bias to a developer carrying member of each developing unit. A setting unit sets the bias to a first condition to develop the latent image of a first color at least while the latent image is being located at the developing position, and sets the bias to a second condition to suppress transferring of the toner in the subsequent developing unit to the image carrier after the second rotating unit starts rotating the rotating body from a waiting position and before stopping rotating the rotating body and locates the subsequent developing unit at the developing position.

The image forming apparatus is provided with: an image carrier; an exposure member that exposes the image carrier and forms an electrostatic latent image on the image carrier; a developing member that develops the electrostatic latent image formed on the image carrier; and a contact-retracting unit that rotates the developing member taking a predetermined position as the rotational center, and brings the developing member in contact with or proximity to the image carrier or retracts the developing member from the image carrier.

An image forming apparatus includes plural toner image forming devices. Each of which has a rotating photoconductor, a charging device that uniformly charges a surface of the photoconductor, a latent image forming device that forms an electrostatic latent image on the surface of the charged photoconductor, a developing device that develops the electrostatic latent image on the surface of the photoconductor to a toner image, and a developing container that contains toner used by the developing device. A diameter of the photoconductor of at least one toner image forming device is formed larger than a diameter of the photoconductor of the other toner image forming devices. Each developing container of all the toner image forming devices is formed in equal-sized, and a center of rotation of a developing roll of each developing device is arranged in a position upper than a center of rotation of each photoconductor.

There is provided a potential controlling method and potential controller of an image forming apparatus, which can certainly prevent toner and carrier from adhering to the surface of an image bearing body at the time of start and stop of image formation and which can also be applied to an image forming apparatus having a high image forming speed. In the potential controller, at the time of rising or falling of a charged potential of the image bearing body and a developing bias voltage, at least one of the charged potential of the image bearing body and the developing bias voltage is controlled to an objective value through plural stages with the rising or falling of the other occurring through the stages, so that a potential difference between a potential of a non-charged portion of the image bearing body and the developing bias voltage does not exceed a first predetermined value, and a potential difference between a potential of a charged portion of the image bearing body and the developing bias voltage does not exceed a second predetermined value.
