An Automatic Location Identifier (ALI) trigger mechanism can include a data tap configured to detect an ALI location request for an emergency services call. The data tap can also be configured to output a trigger signal in response to detecting the ALI location request. The ALI trigger mechanism can also include a metadata router configured to receive the trigger signal and output an enhanced caller information request to a metadata server in response to the trigger signal.

Trigger mechanism

A system can include an emergency call routing element comprising one or more computing devices. The emergency call routing element can be configured to provide locator key and routing information for an emergency services call initiated by an end-user device employed by a caller, wherein the routing information identifies a Public Safety Answering Point (PSAP). The emergency call routing element can also be configured to provide a notification of the emergency services call. The system can also include an ancillary data server comprising one or more computing devices. The ancillary data server can be configured to receive the notification of the emergency services call and query an information source for information related to at least one of the end-user device and the caller in response to the notification. The ancillary data server can further be configured to provide a web service interface that outputs ancillary information that characterizes ancillary data.

Ancillary data for an emergency services call

A blacklist of known harassing or non-legitimate emergency calls is maintained. An incoming emergency call is checked against emergency call records to determine if multiple emergency calls have been made recently, from the same general location, and destined to the same PSAP. Feedback is provided regarding the number of recent calls made and the possibility of a false positive, based on call history from known handsets in the area, including the possibility of a phone with a known MEID/ESN, when powered up, receiving the same 911-xxx-xxxx. Blacklisting may be approved or not based on the feedback. A telephone number or MIN may be placed on a 'blacklist' with a 'timer'. Subsequent calls to that phone number will be assigned a different SIP URI (a unique URI per destination determined prior to lookup on the blacklist) and be directed elsewhere. The call may be completed to an administrative line.

Special emergency call treatment based on the caller

A gateway can be configured to receive an emergency event message in a predefined format via a network. The emergency event message can characterize a location and a nature of an emergency event. The gateway can also be configured to identify a particular Public Safety Answering Point (PSAP) customer premise equipment (CPE) to service the emergency event. The gateway can further be configured determine a format of messages employable by the particular PSAP. The gateway can still further be configured to provide the particular PSAP CPE with an output message in the format employable by the particular PSAP CPE. The output message can characterize the nature and the location of the emergency event.

Emergency event message

A protocol converter or translator between ANSI-41 ORREQs and VoIP V2 messaging. The protocol converter may alternatively (or also) provide conversion between GMS MAP and VoIP V2 messaging. Interaction of VSPs with a Mobile Positioning Center (MPC) or a Gateway Mobile Location Center (GMLC) is permitted, as is interaction of wireless carriers with a Voice Positioning Center (VPC). In this way existing GMLCs or MPCs may be used to service VoIP 9-1-1 calls. Moreover, operators of Voice Positioning Centers (VPCs) who implement wireless offerings can re-use their existing VPCs to service wireless 9-1-1 calls.

Wireless emergency services protocols translator between ANSI-41 and VoIP emergency services protocols

A system monitors calls for a service provider. A number of simultaneous communications of a given technology type is monitored for either inbound communications and/or outbound communications associated with at least one service provider. A determination is made if the number of simultaneous communications from the service provider is in excess of a adjustable but set number of simultaneous communications of a given technology type that are permissible. A predetermined action is taken if the number of simultaneous calls or text messages (e.g., SMS, IM, email) is in excess of the set limit, e.g., the call may be terminated or other action taken. Both voice communications and/or non-voice communications (such as SMS, IM, Email, or MMS) can be monitored and throttled.

Ingress/egress call module

Delivery of Next Generation 9-1-1 emergency services to an Internet Protocol (IP) Public Safety Answering Point (PSAP) is enabled using an existing or legacy selective router and Automatic Location Information (ALI) database. Using a protocol converting 9-1-1 messaging center according to the principles of the present invention, existing or legacy selective router equipment can provide Enhanced 9-1-1 (E911) over time division multiplex (TDM) circuits to non-IP capable PSAPs.

A selective router interface translator for placement between legacy selective routers and their location databases translates location queries from legacy selective router interfaces to newer protocol location databases using newer protocol interfaces, e.g., a NENA V8 protocol query to an Emergency Routing DataBase (ERDB), or a Location to Service Translation (LoST) protocol query to a LoST server. In this way existing selective routers may remain as they are today, yet be flexible enough to allow the databases they query to be developed to new standards. The disclosed selective router interface translator includes a NENA V3 protocol to LoST protocol translator to translate a NENA V3 query for location of an emergency caller into a LoST protocol query. The selective router interface translator also comprises an ALI to ERDB protocol translator to translate an ALI query for location of an emergency caller into an ERDB protocol query.
