A resist mask, having penetrating holes, is formed on a rear surface of a silicon substrate. A planar shape of each penetrating holeis formed to a shape with which its respective sides are curved to inwardly convex arcuate shapes with respect to a regular quadrilateral that is a target shape of a transverse section at a processing ending end side of a corresponding cavity. Next, dry etching is applied to the silicon substrate. The cavitiesare thereby formed in the silicon substrate. As the etching progresses, a transverse sectional shape of each cavitydecreases in inward projection amounts of the respective arcuate shaped sides in the transverse sectional shape of the corresponding penetrating holeof the resist mask. At a processing ending end side of the cavity, its planar shape is substantially the same shape as the regular quadrilateral that is the target shape.

For an enhanced rigidity and suppressed occurrences of stress concentration, a solid-electrolyte fuel cell is configured with simplex cells, a metallic separator of a circular thin-sheet form having a gas introducing port and gas discharging ports in the central portion, and cell mounting parts for the simplex cells to be fixed thereto, another metallic separator of a circular thin-sheet form having a gas introducing port and gas discharging ports in the central portion, the separators defining a space in between, and a pair of flow channel members accommodated in the space and pressed to be brought into abutment, for communication of their channels with the gas introducing ports and the gas discharging ports to effect gas supply and gas discharge to and from the space, either flow channel member being joined, within the space, to one separator.

A coder codes an information signal. A rate controller controls a coding rate of the coder in accordance with complexity of the information signal. The rate controller controls a coding amount per unit time in the coding process so that an average value of the coding amount can be approximate to an average rate. The coded data is temporarily memorized in a temporary memory unit and processed by an information processing unit such as a recorder and a transmitter. The information processing unit measures an information processing rate in processing the information. The rate controller adjusts the average rate so that the average rate is lower than the information processing rate measured by the information processing unit, or the rate controller compares a threshold value of a used amount of the temporary memory unit which is previously set and an actually used amount of the temporary memory unit and reduces the average rate when the used amount exceeds the threshold value. Thereby, the rate control can be properly executed while the coding amount in accordance with the complexity of the information signal is allocated.
