A mobile terminal includes a near-field communication device capable of performing near-field wireless communication with an external device, and a controller configured to instruct the external device or the near-field communication device to execute a command. The near-field communication device has a storage unit, a first mutual authentication unit for authenticating the controller and for requesting the controller to authenticate the near-field communication device, a first communication key setting unit for setting a first communication key, a second mutual authentication unit for authenticating the external device and for requesting the external device to authenticate the near-field communication device, and a second communication key setting unit for setting a second communication key. The controller and the near-field communication device perform secure communication using the first communication key, and the near-field communication device and the external device perform secure communication using the second communication key.

A pair of first and second pages is alternately used as a valid page and an invalid page to secure the data. The valid page is copied to a third page. Therefore, the data is restored without any corruption of valid page by using a proper restoring method.

An IC card has a mechanism to securely manage information for each of a plurality of service providers in a memory area of the IC card. The IC card is shared by the plurality of service providers. File systems of the service providers are allocated in the memory area, and a single information recording medium is shared by the plurality of service providers. The memory area is separated into the file systems. A border between the file systems functions as a firewall, thus appropriately preventing one of the file systems from being intruded by the other file systems. Furthermore, by using a function of separating the memory area into a plurality of file systems together with a security code verification function of each file system, the security of each file system is independently managed.

File systems of a plurality of service providers are allocated in a single memory area so that the service providers share a single information recording medium. In an initial state, an IC card issuer manages the entire memory area. When a different service provider separates the memory area to generate a new file system, the service provider is required for the authority of separating the memory area and authentication by the IC card issuer. After the file is separated, in order to access the file system, authentication by the service provider which has separated the file is required. The IC card provides a user with ease of use as if the IC card were directly issued by the service provider of the service that the user is currently using.

A reader/writer apparatus to communicate with an external radio communication apparatus in accordance with instructions from a controller apparatus is provided. The reader/writer apparatus includes a storage unit including one or more key storing segments to store access keys that enable communication with the radio communication apparatus; an access key searching unit configured to search for an access key stored in one of the key storing segments on the basis of key-associated information that is received from the controller apparatus and that can uniquely specify the access key; and a communication unit configured to receive instructions from the controller apparatus, generate a command corresponding to the instructions, and transmit the command to the radio communication apparatus by using the access key obtained by the access key searching unit.
