A network management apparatus configured to obtain multiple rules that each control communication in accordance with an address range of a packet, divide a full set of the address range of the multiple rules into multiple subsets that are mutually disjoint in accordance with inclusion relations of the address range among the multiple rules, extract, with respect to each rule of the multiple rules, one or more subsets that are included in the address range from the multiple subsets, and determine, with respect to each rule of the multiple rules, an inclusion relation of the one or more subsets between a particular rule and another rule of the multiple rules that is assigned higher priority than that of the particular rule and determine disposition for each of the multiple rules in accordance with a determination result of the inclusion relation of the one or more subsets.

A SOAP-SIP adapterestablishes a session with the terminalsandin accordance with a SIP. At this time, the SOAP-SIP adaptersends an INVITE message including its own IP address and port number to the terminalsand. Each terminalsends a 200 OK including its own IP address and port number to the SOAP-SIP adapter. The SOAP-SIP adapterstores correspondingly the IP address and port number of each terminalin a memory. The SOAP-SIP adaptertransfers a media stream received from each terminalto the destination of the corresponding IP address and port number by referring to the memory. Communication system and server

One of objects is to reduce a load in a session management and relay process on an SOAP-SIP adaptor for providing a 3PCC service. The SOAP-SIP adaptor (hereinafter the adaptor) receives a connection request message between a first terminal and a second terminal from a Web server, and establishes the sessions with each of the first terminal and the second terminal. After establishing the sessions with each of the first terminal and the second terminal, the adaptor sends a transfer request (REFER) of session to a call control device. Thereafter, the call control device manages session between the first terminal and the second terminal each having established the session with the adaptor.
