A binder 10 includes a baseformed with through passagesthat allow binding legsto pass through respectively, movable memberswhich are mounted on this baseand located at positions corresponding to the through passagesrespectively, and an operating sectionwhich connects these movable membersto each other and operates the movable members. Each movable memberis provided so as to open/close the respective through passageso that, in the state that the through passageis closed, a binding force is given to the binding leg. The movable membersare synchronously movable between a position where the respective through passageare closed and a position where the same is opened synchronously when the operating sectionis operated in a predetermined manner.

The filing device in which a binding fastener 2 fixedly attached to a folder body 1 can be demounted from the folder body 1 with accompanying plastic deformation or destruction of the parts of the filing device, and is characterized by that the binding fastener 2 is fixedly attached to the folder body 1 by a binding mechanism 3 which fastens the binding fastener 2 to the folder body 1 and which enables the binding fastener 2 to be released from the folder body 1 with a relative movement of the binding fastener 2 to the folder body 1, and an engaging lock mechanism 4 which prohibits the relative movement.
