In order to enable efficient utilization of an available bandwidth by properly estimating the available bandwidth under conditions in which the available bandwidth significantly changes upon occurrence of communication path switching, an available bandwidth estimation is performed by estimating a current available bandwidth based on historical communication state information i.e. information on a past communication state stored in a storage to control a code amount used in encoding an image; upon occurrence of communication path switching (handover), acquiring a temporary available bandwidth value corresponding to a new (post-handover) communication path; generating new communication state information corresponding to a new communication state based on the temporary available bandwidth value; replacing the historical communication state information stored in the storage with the new communication state information; and estimating a new available bandwidth based on the new communication state information stored in the storage.

A mobile wireless terminal is provided that controls a timing or a position in which handover is conducted between a plurality of access points, the terminal includes an antenna that receives a radio wave from an access point, a wireless communication interface that measures the radio wave, a processor, and a memory. The processor stores first and second received powers from respective first and second access points in the memory, conducts handover where a difference acquired by subtracting the first received power from the second received power is equal to or greater than a predetermined threshold, estimates a first available bandwidth before the handover and stores it in the memory, estimates a second available bandwidth after the handover and stores it in the memory, and controls a timing when handover of the mobile wireless terminal is conducted based on an available bandwidth difference between the first and second available bandwidths.

In a wireless video communication system, a wireless camera has an image capturing unit for generating video data, a video clipping unit for generating high priority video data and lower priority video data having mutually different image regions from the video data, a first and a second wireless communication unit for communicating with a first and a second access point and a communication control unit for controlling the wireless communication by the first and second wireless communication units. The communication control unit can cause the high priority video data and lower priority video data to be transmitted from the first and second wireless communication units as two individual video streams, and is configured to determine whether each wireless communication unit should transmit none, one or both of the video streams depending on the wireless communication quality and the condition of a handover.
