The present disclosure has as its object the provision of non-oriented electrical steel sheet excellent in magnetic properties which is free from any drop in magnetic flux density even after stress relief annealing and a method for manufacturing the same. Non-oriented electrical steel sheet having a chemical composition containing C: 0.0030 mass % or less, Si: 2.0 mass % or more and 4.0 mass % or less, Al: 0.010 mass % or more and 3.0 mass % or less, Mn: 0.10 mass % or more and 2.4% mass or less, P: 0.0050 mass % or more and 0.20 mass % or less, S: 0.0030 mass % or less, and one or more elements selected from the group comprising Mg, Ca, Sr, Ba, Ce, La, Nd, Pr, Zn, and Cd: total 0.00050 mass % or more and having a balance of Fe and unavoidable impurities, where, when designating a mass % of Si as [Si], a mass % of Al as [Al], and a mass % of Mn as [Mn], a parameter Q shown by the following formula (1) is 2.0 or more, a random intensity ratio of the {100} orientation is 2.4 or more, and an average grain size is 30 μm or less:Q=[Si]+2[Al]−[Mn]  (1).

A non-oriented electrical steel sheet according to one embodiment of the invention has a chemical composition represented by C: 0.0030% or less, Si: 2.00% or less, Al: 1.00% or less, Mn: 0.10% to 2.00%, S: 0.0030% or less, one or more selected from the group consisting of Mg, Ca, Sr, Ba, Nd, Pr, La, Ce, Zn, and Cd: greater than 0.0100% and not greater than 0.0250% in total, a parameter Q represented by Q=[Si]+2&#xd7;[Al]&#x2212;[Mn]: 2.00 or less; Sn: 0.00% to 0.40%, Cu: 0.00% to 1.00%, and a remainder: Fe and impurities, and a parameter R represented by R=(I+I+I+I)/(I+I+I+I) is 0.80 or greater.

A non-oriented electrical steel sheet according to one embodiment of the invention has a chemical composition represented by C: 0.0030% or less, Si: 2.00% or less, Al: 1.00% or less, Mn: 0.10% to 2.00%, S: 0.0030% or less, one or more selected from the group consisting of Mg, Ca, Sr, Ba, Nd, Pr, La, Ce, Zn, and Cd: 0.0015% to 0.0100% in total, a parameter Q represented by Q=[Si]+2&#xd7;[Al]&#x2212;[Mn]: 2.00 or less; Sn: 0.00% to 0.40%, Cu: 0.00% to 1.00%, and a remainder: Fe and impurities, and a parameter R represented by R=(I+I+I+I)/(I+I+I+I) is 0.80 or greater.

A non-oriented electrical steel sheet includes C: 0 to 0.0050 mass %, Si: 0.50 to 2.70 mass %, Mn: 0.10 to 3.00 mass %, Al: 1.00 to 2.70 mass %, and P: 0.050 to 0.100 mass %. A non-oriented magnetic steel sheet includes a specific chemical composition represented by, in mass %: Si: 3.0% to 3.6%; Al: 0.50% to 1.25%; Mn: 0.5% to 1.5%; Sb or Sn or both of them: [Sb]+[Sn]/2 is 0.0025% to 0.05% where [Sb] denotes an Sb content and [Sn] denotes an Sn content; P: 0.010% to 0.150%; Ni: 0.010% to 0.200%; C: 0.0010% to 0.0040%; and others. A ratio of a number of intergranular carbides precipitated in grains relative to a sum of the number of the intergranular carbides and a number of grain boundary carbides precipitated on grain boundaries is 0.50 or less.
