A water repellent film () according to the present invention includes a first layer () having a plurality of fine protrusions () on the surface thereof, a second layer () covering the fine protrusions () and having a water repellent property, and a third layer () provided on the surface of the first layer () on the opposite side of the fine protrusions ().
