An object of the invention is to increase productivity of a coil. A coil forming device according to the present invention includes: a first bending unitA that performs a compression bending process with respect to a linear conductor; and a second bending unitB that performs a draw bending process with respect to the linear conductor, wherein the first bending unitA and the second bending unitB are integrated in one device, and wherein the first bending unitA and the second bending unitB are switched to access one linear conductor so as to perform the compression bending process and the draw bending process onto the one linear conductor.
