A reference direction determination unitdetects, using an input image, a scene change, a flash scene, or a monotonous luminance variation section. In a case where an encoding target image is the scene change or flash scene, the reference direction determination unitdetermines its mode as a fixed reference direction mode in which a reference direction in a screen is fixed uniformly. Further, in a case where the encoding target image is the monotonous luminance variation section, that is, a section where luminance of an entire screen monotonously increases or monotonously decreases, the reference direction determination unitdetermines as the fixed reference direction mode in which the reference direction in the screen is fixed uniformly. A motion prediction/compensation unitperforms inter prediction processing according to a determination result of the reference direction determination unit, thereby enabling efficient encoding while suppressing deterioration of image quality.

A satellite communication system and a data transmission method in satellite communication capable of improving the reliability of a system in satellite communication are provided. The satellite communication system of an embodiment includes a first communication device, a second communication device, and a slave station. The present disclosure relates to an image decoding device and method capable of suppressing an increase in an encoding or decoding load. The present disclosure includes: a decoding section configured to decode encoded data obtained by encoding image data for each of a plurality of certain areas obtained by dividing a picture using a plurality of blocks obtained by dividing the area as processing units, for each of the areas; a reordering section configured to reorder decoding results of the encoded data of the respective blocks obtained for the respective areas by the decoding section in a raster scan order of the entire picture; and a transform section configured to transform the decoding results of the respective blocks reordered in the raster scan order of the entire picture by the reordering section and generate decoded image data. The present disclosure can be applied to the image decoding device.

Image decoding device and method

According to the invention, extracting still and moving pictures having different aspect ratios from an original picture from within an extraction range suitable for an imaging mode can be performed. An embodiment of the invention, according to the selected imaging mode, sets the still picture extraction range with an aspect ratio of 4:3 for extracting a still picture and the moving picture extraction range with an aspect ratio of 16:9 for extracting an HD moving picture within the imaging range of the imaging device. Then, the embodiment, from the imaged picture, extracts a picture within the set still picture extraction range as still picture, and extracts a picture within the set moving picture extraction range as HD moving picture. That is, the embodiment can switch between the still picture extraction range and the HD moving picture extraction range having different aspect ratios according to the imaging mode. And thus, from the picture within the imaging range (i.e., the original picture), the embodiment can extract the still picture and the HD moving picture having different aspect ratios from within the extraction range suitable for the imaging mode.

A method for decoding a video signal in which the decoding operation is completed within a predetermined time irrespective of the presence of an error which is generated on a bit strings. In the case where a bit strings formed by coding a video signal for each of predetermined blocks, the decoding operation is suspended upon the detection of the presence of an error in the bit strings followed by resuming the decoding operation from any of the synchronous codes present on the bit strings. At this time, it is judged on the basis of the position of the error detected from the bit strings as to from which synchronous code out of the synchronous codes present on the bit strings the decoding operation is resumed thereby completing within a predetermined time the decoding operation of a series of data groups including an error part of the bit strings.
