Communication quality of a terminal device which directly connects to a macro cell base station is guaranteed and communication quality of a terminal device which connects to the macro cell base station via a relay apparatus is guaranteed. A communication control system includes: an acquisition unit that acquires communication status information including a past communication traffic volume between the macro cell base station and a relay apparatus; a setting unit that presets a first permitted communication traffic volume for a first communication period during which a communication traffic volume between the macro cell base station and the relay apparatusis equal to or more than a specified communication traffic volume, and a second permitted communication traffic volume for a second communication period during which the communication traffic volume is less than the specified communication traffic volume, on the basis of the communication status information; a measurement unit that measures a current communication traffic volume between the macro cell base station and the relay apparatus; and a control unit that controls the second permitted communication traffic volume on the basis of the measured current communication traffic volume.

Beamforming for radio communication (uplink) from a relay apparatus to a donor base station is performed accurately. A relay apparatusis a relay apparatusfor relaying communication between a terminal deviceand a donor base stationand includes: an amplitude and phase measurement unitthat measures an amplitude and phase of radio communication from the donor base stationto the relay apparatus; and a beam adjusterthat performs beamforming with respect to the donor base stationby adjusting amplitudes and phases from a plurality of antennas used at the relay apparatusby measuring the amplitude and the phase by using the amplitude and phase measurement unit, wherein during a time slot when the terminal devicedoes not exist in a service area of the relay apparatus, the relay apparatusdetects no existence of the terminal devicein the service area and stops access radio, the amplitude and phase measurement unitmeasures the amplitude and the phase, and the beam adjusterperforms the beamforming with respect to the donor base station, after which the access radio is restarted.
