Various embodiments provide an encoder that generates a plurality of quantization matrix elements for a current block; generates a quantization matrix using the plurality of quantization matrix elements; and quantizes, using the quantization matrix, transform coefficients of the current block. The quantization matrix includes only a subset of quantization matrix elements of the plurality of quantization matrix elements. Each of the subset of quantization matrix elements has an x-coordinate value less than a threshold x-coordinate value, a y-coordinate value less than a threshold y-coordinate value, or an x-coordinate value less than the threshold x-coordinate value and a y-coordinate value less than the threshold y-coordinate value.

An encoder includes memory and circuitry which: (i) encodes an image block; (ii) when encoding the image block: binarizes coefficient information indicating coefficients of the image block; and controls whether to apply arithmetic encoding to a binary data string obtained by binarizing the coefficient information; and (iii) when binarizing the coefficient information: binarizes the coefficient information according to a first syntax structure when arithmetic encoding is applied to the data string and a predetermined condition is not satisfied; binarizes the coefficient information according to a second syntax structure when arithmetic encoding is applied to the data string and the predetermined condition is satisfied; binarizes the coefficient information according to the second syntax structure when no arithmetic encoding is applied to the data string; and subtracts 1 from a value of an initial non-zero coefficient when no arithmetic encoding is applied to the data string when encoding the image block.

An image encoder is provided including circuitry and a memory coupled to the circuitry. The circuitry, in operation, responds to a size of a block satisfying a size condition by generating a prediction image using a prediction mode selected from a plurality of prediction modes. A three-dimensional data encoding method includes: calculating a predicted value of a position of a three-dimensional point according to one of inter prediction and intra prediction; calculating a residual between the predicted value and the position; arithmetic-encoding the residual using a first context when the predicted value is calculated according to the inter prediction; and arithmetic-encoding the residual using a second context different from the first context when the predicted value is calculated according to the intra prediction. The residual is expressed by third residual information indicating a bit count of the residual.

An encoder includes circuitry and memory. The circuitry, in operation, generates a first coefficient value by applying a CCALF (cross component adaptive loop filtering) process to a first reconstructed image sample of a luma component. The circuitry generates a second coefficient value by applying an ALF (adaptive loop filtering) process to a second reconstructed image sample of a chroma component. The circuitry generates a third coefficient value by adding the first coefficient value to the second coefficient value, and encodes a third reconstructed image sample of the chroma component using the third coefficient value. In the CCALF process, in response to a coordinate of the second reconstructed image sample being (x, y), coordinates of the first reconstructed image samples are (2x, 2y−1), (2x−1, 2y), (2x, 2y), (2x+1, 2y), (2x−1, 2y+1), (2x, 2y+1), (2x+1, 2y+1), and (2x, 2y+2).

An encoder includes circuitry and memory coupled to the circuitry. In operation, in the case where a video parameter set is used for encoding a video, the circuitry writes a first parameter into the video parameter set. The first parameter indicates the maximum number of one or more temporal sublayers in a layer set unit. The circuitry writes a second parameter into a sequence parameter set. The second parameter indicates the maximum number of one or more temporal sublayers in a sequence unit. In the case where the video parameter set is used for encoding the video, the second parameter is limited to less than or equal to the first parameter. Provided is an encoder includes: circuitry; and memory coupled to the circuitry, in which in operation, the circuitry: generates a prediction image of a current block to be processed, using a first motion vector; and updates a history based motion vector predictor (HMVP) table using a first candidate having the first motion vector, the HMVP table storing, in a first in first out (FIFO) method, a plurality of second candidates each having a second motion vector used for a processed block, and in the updating of the HMVP table, the circuitry: determines whether a size of the current block is less than or equal to a threshold size; and skips the updating of the HMVP table when the size of the current block is determined to be less than or equal to the threshold size.

Using the memory, the circuitry: in inter prediction for a current block, determines a base motion vector, and writes, in an encoded signal, a delta motion vector representing (i) one direction among a plurality of directions including a diagonal direction and (ii) a distance from the base motion vector; and encodes the current block using the delta motion vector and the base motion vector as a motion vector of the current block.

An encoder determines, based on a width and a height of a block, whether or not to disable a prediction mode in which the block is split along a partitioning line defined by a distance and an angle and then prediction is performed; and encodes the block with the prediction mode disabled or not disabled according to a result of the determination on whether or not to disable the prediction mode. Here, the distance is the shortest distance between the center of the block and the partitioning line, and the angle is an angle representing a direction from the center of the block toward the partitioning line in the shortest distance. The encoder determines to disable the prediction mode when (i) a width-to-height ratio is at least 8 or (ii) a height-to-width ratio is at least 8.

An image encoder performs a first partitioning including using a first partition mode, without writing first splitting information indicative of the first partition mode into a bitstream, to split a first block into a plurality of second blocks in response to that the first block is located adjacent to an edge of a picture and that the dimensions of the first block satisfy a first condition; and performs a second partitioning on the second block by writing second splitting information indicative of a second partition mode into the bitstream, and using the second partition mode to split the second block into a plurality of coding units (CUs), wherein the second partition mode prohibits the quad tree splitting of the second block in certain conditions.
