There is provided is a transmitter including an image processor that sets region information corresponding to a region set for an image for each row in the image and that transmits the set region information and region data corresponding to the region for each row, in which the image processor sets the region by analyzing the image or on a basis of externally acquired region-designating information, and the region information includes information indicating a position of a row and information indicating a position of a column of the region included in the row.

The presence or absence of a preset, predetermined subject is detected from an image having a low resolution output by an image sensor in a low power consumption mode, the image sensor including, as operation modes, the low power consumption mode in which the image having the low resolution is output and a normal mode in which an image having a high resolution as compared with the image having the low resolution is output. Then, in a case where the presence of the predetermined subject is detected, the operation mode of the image sensor is set to the normal mode, and the image sensor outputs the image having the high resolution. The present technology may be applied, for example, to control of the image sensor.

In a pixel array unit, a plurality of transfer transistors that transfer charges from mutually different photoelectric conversion devices to a floating diffusion layer is provided. A scan circuit simultaneously controls the plurality of transfer transistors in a pixel addition mode in which pixel addition is performed, to transfer the charges and sequentially controls the plurality of transfer transistors in a normal mode in which pixel addition is not performed, to transfer the charges. An event detection unit detects the presence or absence of a predetermined event on the basis of an addition signal which is an analog signal generated in the normal mode, and generates a detection result. A mode control unit sets one of the pixel addition mode and the normal mode on the basis of the detection result.

A pixel array unit includes a plurality of lines each having a plurality of pixels arranged in a predetermined direction. A scanning circuit sequentially selects the plurality of lines and then controls to output an analog signal from each of the pixels within the selected line in a non-addition mode, and simultaneously selects the plurality of lines and controls to add up the analog signals of each of the pixels arranged in a direction perpendicular to the predetermined direction and output the added signals in a pixel addition mode. The analog-to-digital conversion unit converts each of the analog signals into a digital signal. The control unit performs control of switching from one of the pixel addition mode and the non-addition mode to the other on the basis of the digital signal.
