A detection area determining unit () determines a detection area where there is a possibility that a tsunami occurs. A current velocity estimating unit () estimates, as a sea-surface velocity of current in the detection area, a value obtained by smoothing sea-surface velocity of currents corresponding to cells included in the detection area. A tsunami detecting unit () detects occurrence of the tsunami in the detection area, based on the sea-surface velocity of current estimated by the current velocity estimating unit ().

Radar apparatus

A bleeder cord affixing device is made up of an affixing roller extending in a width direction of the treatment member and adapted to be pressed into the treatment member being moved, thereby to be rotated; and a roller moving mechanism that moves the affixing roller to and away from the treatment member. The roller moving mechanism operates to move the affixing roller to a pressed position urged to the treatment member, with a result that the affixing roller is caused to be rotated due to the movement of the treatment member at the pressed position and attaches the rubber member to the treatment member under the pressing force, and then presses the bleeder cords onto the treatment member to continuously affix the bleeder cords onto the surface of the treatment member.

A tsunami monitoring system includes a transmitting antenna configured to radiate a transmission signal to detect a tsunami as a radio wave toward a sea, and a receiving antenna configured to receive reflected waves reflected by the tsunami as a receiving signal. The tsunami monitoring system includes a signal generator circuit configured to generate the transmission signal having a predetermined frequency, a signal processor portion configured to generate a beat signal of a frequency difference between the transmission signal and the receiving signal, and a wave height estimator portion configured to divide a radio wave radiation region into a plurality of regions, calculate a flow velocity of a sea surface of the tsunami for each region on the basis of the beat signal, and estimate a wave height of the tsunami from a calculated flow velocity.
