The present disclosure relates to a communication technique for combining an IoT technology with a 5G communication system for supporting a higher data transmission rate than a 4G system, and a system therefor. The present disclosure relates to a method of a terminal in a communication system, the method comprising the steps of: receiving carrier aggregation configuration information from a base station; receiving offset information for a frame boundary between a first cell and a second cell from the base station; receiving, from the base station, control information including time domain resource allocation information indicating an interval between a slot in which data scheduled by the control information transmitted or received and a slot in which the control information is received into the first cell; identifying an index of the slot in which the data is transmitted or received, on the basis of the offset information and the time domain resource allocation information; and transmitting the data to or receiving the data from the base station on the second cell in the slot of the identified index.
