The present invention relates to a heat-insulating structural material, which: firstly, can minimize or prevent a thermal bridge by improving the structure of the connection part of the heat-insulating structural material; secondly, improves insulation performance by arranging a vacuum insulation material inside the core layer of the heat-insulating structural material; and thirdly, increases structural stiffness by forming the core layer from a non-foaming polymer material having excellent structural performance, prevents gas from moving in or out of the vacuum insulation material through the air-tight adhesive structure of the core layer, and can improve fire protection performance so as not to be vulnerable to fire, and thus the present invention is universally applicable to fields requiring insulation ability and structural performance.

The power cutoff device of the present invention automatically cuts off power supply to an earth leakage breaker or an electronic switch according to a control signal transmitted by detecting an electromagnetic wave due to an electric spark generated on an electric wire by an abnormal state such as a connection failure of an electrical device, thus preventing a disaster such as an electrical fire caused by the electric spark (flame). The image signal band compressing method employs a three-dimensional motion compensating technique, an intraframe and an interframe processes which are alternatively executed. The transfer rate of the intraframe to the interframe is set to 4:1 in a unit of fixed length. The intraframe process is defined such that the present frame image data is compressed in a variable length compressing manner by way of two-dimensional discrete coding transform. The interframe process is defined such that motion data is estimated by comparing the present frame and the preceding frame, the present frame is expected on the basis of the motion data and the difference data between the motion compensated image data and the present frame data.
