The standards organization 3GPP is exploring new small data delivery techniques for machine-type communications (MTC). It is recognized herein that existing approaches leave the 'small data' decision to the service capability server (SCS) for downlink data and to the user equipment (UE) for uplink data. A user equipment (UE) or the core network can identify the services (or flows) that should be characterized as Small Data, and can make decisions as to when to employ optimized Small Data procedures.

Small data usage enablement in 3GPP networks

The present application is directed to one or more aspects with at least one aspect describing a method including a step of receiving device context information including a Power Saving Mode (PSM) Sync Flag from a core network node, where the PSM Sync Flag indicates a monitoring type of a device from among plural devices in the network. The method also includes a step of receiving a tracking area update or an attach request from the device on the network. The method further includes a step of sending a device availability notification request to a core network interworking function.

The instructions also include receiving, from the network, an indication based on the message request. The instructions further include determining, based on the indication, whether to make the flow being associated with the message.

Method and apparatus are described for delivering triggers and small data. In an embodiment, a receiver may be configured to receive a trigger or small data packet, and a transmitter may be configured to transmit a subscriber information request to see whether a subscriber is present. The receiver may be further configured to receive an identity of a second node on a condition that the subscriber is present. The transmitter may be further configured to transmit the trigger or small data packet to the second node over an interface, the second node configured to create an Internet Protocol (IP) packet with an IP address containing the trigger or small data packet and deliver the IP packet to a wireless transmit/receive unit (WTRU) using the IP address and a default or dedicated bearer of the WTRU.

Method and apparatus for triggering devices and delivering small data

The present application is directed to computer-implemented apparatus for controlling a power savings mode characteristic of a device on a network. The apparatus includes a non-transitory memory with instructions for controlling power saving mode characteristic of the device and a processor operably coupled thereto. Application data delivery service for networks supporting multiple transport mechanisms

Various issues with existing congestion and overload control mechanisms are recognized and described herein. Described herein, in accordance with various embodiments, are various mechanisms in which core networks, such as 3 GPP networks for example, and an M2M service layer can coordinate and share information to efficiently and intelligently manage each other's congestion and overload states.

When a capillary network device connects to user equipment and the user equipment establishes or modifies a bearer to support traffic from the capillary device, the user equipment may request that the network provide some indication that the user equipment will not be charged for the traffic. The network may indicate to the user equipment that the flow is sponsored or that the user equipment will otherwise not be charged for the flow. Existing messages between a UE/GW, P-GW, PCRF, and an application server (AS) may be modified and new messages may be used so that the user equipment can request a guarantee of sponsorship or of non-charging and so that the AS may indicate to the user equipment that the flow is sponsored. The messaging can also be used by user equipment on its own behalf.

A system is disclosed for the coordinated grouping of devices for receipt of network layer group based services. A service layer system such as an SCS generates a request to generate a group of devices to receive network layer services. The request is received at a network layer system such as, for example, an MTC-IWF. Network layer systems such as, for example, an HSS, identifies a manner of communicating the requested service to identified devices and communicates with the devices to provision the devices so as to be included in the requested group. The network layer systems communicate an identifier to the service layer system which the service layer may subsequently use to request execution of the service by the identified group of devices.
