A user equipment UE determines that a neighbor cell is higher priority than a serving cell, measures neighbor cell signal strength in n&#x3e;1 iterations, and analyzes them for reselecting from the serving cell to the neighbor cell. Each measurement iteration is spaced from one another by a time interval (e.g., 1 DRX) that is specific for the neighbor cell being higher priority. In various embodiments, the UE measures while in a Cell-PCH, URA-PCH or idle state/mode and the first iteration is taken at the first available measurement opportunity after transitioning to that state/mode. The UE reselects to the neighbor cell based on the analyzed signal strengths; in one embodiment the decision to reselect is without regard to signal quality of the serving cell; and in another the decision is without regard to whether a reselection condition remains satisfied for a specified time period T.

A wireless device has a plurality of radio systems. The current priority of each of the radio systems is determined. An upper bound for the transmit power of each of the radio systems is set in dependence on at least the current priorities of the radio systems and a current maximum permitted transmit power of the wireless device. The upper bounds for the transmit power of each of the radio systems are variable over time and are set such that the sum of the upper bounds does not exceed the current maximum permitted transmit power of the wireless device. For each of the radio systems, the transmit power of that radio system is limited such that the respective upper bound for the transmit power for that radio system is not exceeded.

A method, apparatus and computer program product are provided to facilitate security in response to a handover from an initial network to a subsequent network, such as a handover between a packet-switched network and a circuit-switched network. The method, apparatus and computer program product may provide at least one security key for use in the subsequent network following handover from the initial network such that communications conducted via the subsequent network, including initial communications, may be secure. In order to provide at least one security key for use in the subsequent network, at least one security key of the initial network may be identified along with a nonce in response to a determination that a handover is to be made. The at least one security key of the subsequent network may then be determined based upon the at least one security key of the initial network and the nonce.

The modem selectively reconfigures the arrangement of the plural sets of modem components. For each of a plurality of received system information SI a cache entry is stored in a SI cache of a user equipment UE, each including at least some of the received SI, a timestamp of when the SI was first stored, and at least some of the cache entries also have relevance data relating the respective cache entry to one or more other cache entries. While the UE is in a state such as a CELL-FACH state, a cache entry is selected for at least one neighbor cell, and that cache entry is related by its relevance data to the cache entry of the serving cell or determined from its timestamp to be in close proximity to the serving cell. The UE then identifies the selected neighbor cell in an uplink message as a suitable candidate for multipoint communications with the UE.
