A method and apparatus for uploading data is provided herein. During operation vehicles in the field will upload their digital multimedia evidence (DME) to a mobile/intermediary upload point(s). These mobile/intermediary upload points preferably comprise computers existing in other vehicles that are not currently connected to a central repository. A mobile recorder (mDVR) will choose a particular mobile/intermediary upload point(s) based on a probability that the mobile upload point(s) will return to a connected upload point to upload the transferred DME.

Method and apparatus for uploading data

A method and a wireless device () utilize auxiliary information associated with an emergency alert system alert message to direct a user of the wireless device () to safety. A wireless communication system () wirelessly transmits an emergency alert system (EAS) alert message to a wireless device (). A dedicated communication device has location capabilities and a control to request service for the bearer. A secure domain manager can be used to; receive the location and request service instruction, deliver the location and request service instruction to the monitoring device(s), obtain an acknowledgment from one monitoring device, and send the acknowledgment to the other monitoring devices and the bearer's communication device. Communication is only allowed between the bearer's device and monitoring devices. The location of the communication device can be tracked, and navigation can be provided thereto.

A first filtering box (300) is defined around a center of a first output point (324) in the electronic ink stream and the first output point is added to a filtered ink stream. A second output point (328) is added to the filtered ink stream only when the electronic ink stream moves outside the filtering box (300). When the second output point (328) is added, the filtering box is re-centered on the second output point (328) only in a dimension that is exceeded after adding the second output point (328) to the filtered ink stream to create a second filtering box (310). Moreover, extraction points (630, 640, 650 and 660) are provided approximately equally spaced across a finite set of points of electronic ink to create a compact representation of a finite set of points of electronic ink.

Method and apparatus for recognition of hand-printed characters

A system for recognizing handwritten characters, including pre-processing apparatus for generating a set of features for each handwritten character, a neural network disposed for operating on sparse data structures of those features and generating a set of confidence values for each possible character symbol which might correspond to the handwritten character, and post-processing apparatus for adjusting those confidence values and for selecting a character symbol consistent with external knowledge about handwritten characters and the language they are written in. The pre-processing apparatus scales and re-parameterizes the handwritten strokes, encodes the scaled and re-parameterizd strokes into fuzzy membership vectors and binary pointwise data, and combines the vectors and data into a sparse data structure of features. The (nonconvolutional) neural network performs a matrix-vector multiply on the sparse data structure, using only the data for nonzero features collected in that structure, and, for a first layer of that neural network, using only successive chunks of the neural weights. The post-processing apparatus adjusts the confidence values for character symbols using a set of expert rules embodying common-sense knowledge, from which it generates a set of character probabilities for each character position; these character probabilities are combined with a Markov model of character sequence transitions and a dictionary of known words, to produce a final work output for a sequence of handwritten characters.
