A method for running a Self Organizing Network (SON) module in a communication network provides an open Application Programming Interface (API) for a SON framework and executes the SON module. The SON module accesses the functionality of the SON framework using the API. The SON module may be built by a developer other than a SON system provider and may be loaded into the SON framework by an operator other than a SON system provider. Various restrictions may be imposed on the API to provide a useful interface while protecting the network.

Method and apparatus for self organizing networks

A method for a cellular telecommunications network includes selecting a target cell in the cellular telecommunications network, retrieving automatic neighbor relations (ANR) data including neighbor cell list information for a plurality of cells in the network, determining, from the ANR data, first and second cells that are neighbors to the target cell and use a same Physical Cell Identifier (PCI), and at least one of the first and second cells is an inbound neighbor to the target cell, determining that PCI confusion is present between the first and second cells with respect to the target cell, and resolving the PCI confusion.

Method and system for cell identifier optimization

Systems and methods for dynamically targeting optimization of network elements in a network are described. A method for a cellular telecommunications network includes performing a modulo operation on a physical cell identifier (PCI) of a target cell to determine a first PCI mod value, determining first tier neighbors of the target cell, determining that at least one of the first tier neighbors uses a PCI that has a PCI mod value that is the same as the first PCI mod value, comparing a number of handover attempts between the target cell and the at least one first tier neighbor with the first PCI mod value to a first threshold value, and when the number of handover attempts exceeds the threshold value, replacing the PCI of the target cell with a PCI with a second PCI mod value different from the first PCI mod value.

Systems and methods for dynamically modifying neighbor lists for cells within telecommunications networks and/or modifying neighbor lists based on determined radio frequency coupling between cells are described. In some embodiments, the systems and methods access a neighbor list associated with a target cell or associated with one or more neighbor cells of the target cell within a network, apply one or more dynamic optimization rule sets to the target cell, and modify a neighbor list associated with the target cell or with neighbor cells to the target cell based on the applied rule sets.
